(#4027) Current Business Registration Certificate: Yes Financial Impact: The City budgeted $5,598,800.00 for the project entitled, "Annual Citywide Maintenance Services Contract for Roadway Rehabilitation Work on Various San Bernardino City Streets", for the 2014-15 fiscal year. The contract was awarded to Matich Corporation in the amount of$4,937,730. Expenditures for the project total $ , leaving a remainder of$ . Remaining project funds need to be reappropriated to complete project for FY 15-16. Reappropriate the project balance for AC paving, $3,095,848. Reappropriate the remaining project balance for PCC work, $ 1,126,721. Total to be reappropriated: $4,222,569. Motion: Adopt the Resolution. Synopsis of Previous Council Action: 10/06/14 The Mayor and Common Council awarded a contract to Matich Corporation, in the amount of $4,937,730, per adopted Resolution No. 2014-361. Background: On June 30, 2014, the Mayor and Common Council adopted Resolution No. 2014-361 which awarded a contract to Matich Corporation, in the amount of $4,937,730, for the rehabilitation of 47 street segments citywide. The work entails the reconstruction of damaged sidewalks, drive approaches, wheelchair ramps, cross gutters, localized asphalt concrete repairs, grinding and resurfacing of street pavement, striping, etc. Matich Corporation has successfully completed the rehabilitation of 13 of the project street segments, leaving a remaining 34 project street segments to be completed. Change Order No. 1 in the amount of $16,067.51 was prepared to address additional necessary work that was not included as part of the original project bid. In addition, additional time will be required to complete the work. See attached letter from Matich Corporation requesting a time extension. In order to expedite the work Matich Corporation and staff have agreed to split out the Portland cement concrete (PCC) flatwork (curb and gutter, sidewalk, wheelchair ramps, cross gutters, etc.) portion of the work from the asphalt concrete pavement rehabilitation portion of the work (AC paving). Matich Corporation will continue with the AC paving work. The PCC work will be done under a separately bided contract, to be returned to the City Council for review and award. Bifurcating this contract will allow the two primary components of the work (PCC flat work and AC paving) to be undertaken via parallel work activities, thus expediting the work. Change Order No. 2, includes the elimination of bid items No. 1 through 10 (construction PCC curb ramps, curbs, curb and gutter and spandecks) from the project and extending the contract (AC pavement work) until June 30, 2016. If the Mayor and Council approve this proposed action, the PCC work will be bidded in December 2015, construction is expected to commence in February 2016 and completion of the work is expected in June 2016. The PCC portion of the work is budgeted at $1,126,721, and funding will come from the remaining contract budget. (see attached table). Matich Corporation is expected to start the remaining AC work in November 2015 and be completed by June 2016. Staff requests that the project balance for AC paving, $3,095,848 from FY 14-15 be reappropriated for FY 15-16 and that the remaining project balance for PCC work, $1,126,721 from FY 14-15, be reappropriated for FY 15-16. Asphalt Concrete Tonnage Credit Z The Contractor agreed to provide a$0.75 per ton credit for asphalt concrete pavement in Item exchange for the City approving an asphalt concrete mix design that contained a higher No. 1-5 reclaimed asphalt pavement percentage than originally specified. The estimated total O asphalt concrete pavement tonnage for the project is 35,910 tons. Based on this estimate, a credit of$0.75 per ton would result in a project savings of$26,932.50.
