Current Business Registration Certificate: Not Applicable Financial Impact: The funding for these new positions was included in the Fiscal Year 2015-16 Community Development Block Grant Fund operating budget. Motion: Adopt the Resolution. Synopsis of Previous Council Action: On July 1, 2011 the City's Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) programs were transferred to the City Manager's office and assigned to one (1) Project Manager/Assistant of the City Manager. On February 19th, 2013 the Project Manager/Assistant of the City Manager was promoted to the position of Deputy Director of Housing, with the responsibilities for the following existing community development programs and the City's housing programs: Home Investment Partnership (HOME) program and Neighborhood Stabilization Program (NSP). On May 5th, 2014 Mayor and Common Council approved three (3) part-time CDBG Program Assistant (U) positions to assist in the growth and expansion of the program within the City Manager's office. The CDBG Program has thus far continued to strive and collectively, the programs provide just under $4,000,000 per year of revenue that may be used on a variety of projects. Background: The Community Development Block Grant (CDBG) provides an important flexible funding source the City may use on a variety of new projects and on-going programming and services that are critical to our residents' quality of life. With the establishment of the Community Development Block Grant (CDBG) Coordinator/Assistant of the City Manager (U) (Grant Funded) position greater capacity will focus on relevant local programs, funding priorities and consultation with local citizen groups when making program recommendations. The establishment of this position will satisfy CDBG program staffing requirements for entitlement cities. Community Development Block Grant (CDBG) Coordinator/Assistant of the City Manager (U) (Grant Funded) activities will secure overall program execution of the following national objectives: ❑ benefit low- and moderate-income persons ❑ aid in the prevention or elimination of slums and blight ❑ meet community development needs having a particular urgency Staff is proposing to add two (2) full-time Community Development Block Grant (CDBG) Coordinator/Assistant of the City Manager (U) (Grant Funded) positions and retain the part-time CDBG Program Assistants to support with current project needs and sustain program capacity. The Community Development Block Grant (CDBG) Coordinator/Assistant of the City Manager (U) (Grant Funded) will control program activities and other related federal, state, and local programs. Coordinators will work closely with various City departments and City-assigned agencies as well as act as our City liaison to the Department of Housing and Urban Development (HUD). The establishment of these two (2) Community Development Block Grant (CDBG) Coordinator/Assistant of the City Manager (U) (Grant Funded) will be crucial for the success of the overall program as it continues to evolve within the City Manager's direct administration. Staff Recommendations: 1. Establish the "Community Development Block Grant (CDBG) Coordinator/Assistant of the City Manager (U) (Grant Funded)" position, Range 3450, $4,188 to $5,091 per month for the Housing Division in the City Manager's Office. 2. Add two (2) "Community Development Block Grant (CDBG) Coordinator/Assistant of the City Manager (U) (Grant Funded)" positions for the Housing Division in the City Manager's Office. 3. Change the Table of Organization for the Housing Division in the City Manager's office to reflect the positions.
