Description) Finance: Council Notes: 75-02e2 Agenda Item No. CITY OF SAN BERNAP"INO - REQUEST For COUNCIL ACTION STAFF REPORT Page 1 of 2 The Southern California Regional Rail Authority (SCRRA) submitted a letter, dated 2-16-93 , to the City of Rialto with a list of four (4) grade crossings that could potentially be closed. These crossings were Lilac Avenue, Sycamore Avenue, Acacia Avenue and Eucalyptus Avenue. SCRRA apparently did not realize that the east half of Crossing No. 2-84 . 2 on Eucalyptus Avenue is within the Cite of San Bernardino. A passing siding will be built by SCRRA within the City of Rialto, as required by their agreement with Santa Fe. In view of the multiple crossings , at 1/4 mile spacing, SCRRA feels that public safety will best be served by the permanent closure to vehicular traffic of some of these crossings and upgrading the safety warning devices at the ones that remain open. Eucalyptus Avenue is designated as a collector on the Circulation Element of our General Plan. The Current traffic volume is 5 , 100 vehicles per day, due in part to the new Rialto Senior High on the southeast corner of Mill Street and Eucaly7ptus Avenue . Closure of the Eucalyptus Avenue crossing would probably result in 1/2 of the traffic diverting to Pepper Avenue, which would increase the traffic volume on this street from 15 , 000 to 17 , 500 vehicles per day. Closure could be accomplished by vacating the street right--of-way, within the railway right-of-way, under the 1941 Street Vacation Act. However, this method is not recommended due to the difficulty in obtaining an easement in the future to re- open the street, in the event that this action ever became necessary. Another option could be to close the street under authority_ of Section 21101 of the California Vehicle Code. This section allows local authorities to adopt an ordinance closing any street that, in their opinion, is no longer needed for vehicular traffic . The City of Rialto conducted a "workshop, " on 7-21-93 , to receive input from the public . We understand that the general reaction of those in attendance was very much in opposition to the possible closures of these grade crossings . Since Eucalyptus Avenue is designated as a collector, an amendment to the General Plan would probably be required, in the event it is to be closed. We recommend that a neighborhood meeting be scheduled at 6 : 00 p.m. , Thursday, 8-12-93 , in order to discuss the possible closure of Eucalyptus Avenue grade crossing with residents of the area. This discussion will help the City to develop a position on the possible closure.
