Description) Finance: Council Notes: 75-0262 Aaenda Item Nn CITY OF SAN BERN RDINO - REQUEST f )R COUNCIL ACTION STAFF REPORT F-93-18 The proposed purchase is for two (2) each natural gas pick-up trucks to be utilized in daily operations by the Public Services/Refuse department. At the request of the department, appropriate specifications were prepared, published and furnished to area suppliers. Bids were publicly opened and declared on April 8, 1993 . The following is a summary of bids received. Six (6) vendors responded. There were two (2) no bids and four (4) valid bids. The lowest bid of Fairview Ford is unacceptable because it does not meet the requirement of "factory equipped natural gas conversion. " It is an after market conversion that was offered. For the City to obtain additional vehicles for a van pool "factory equipped natural gas conversion" is a requirement. Specifications as bid have been reviewed with the Fleet Manager who concurs that the bid of Three-Way Chevrolet meets specifications and requirements. It is therefore recommended that the bid be accepted for contract. The equipment funding is in the 1992/93 budget. Meech, Mike Eitelgeorg , Purchasing Agent Fleet Manager 75-0264 ADDENDUM In a joint project with Caltrans, the County of San Bernardino, and a number of local cities, the City of San Bernardino is purchasing two compressed natural gas (CNG) pick up trucks and in turn will receive funding for a CNG van plus a subsidy to cover the cost differential between CNG and gasoline pick up trucks. Caltrans was awarded a South Coast Air Quality Management District (AQMD) grant to establish a CNG fueling station and subsidize CNG vehicle purchases by various agencies throughout the county. As part of the terms of the grant, the AQMD requires that all vehicles that agencies purchase must be original equipment manufactured ("factory equipped") for CNG. Fairview Ford submitted a bid for vehicles that are retrofitted with CNG conversion equipment after the vehicles leave the factory. To be eligible for the AQMD funding from Caltrans, the City must purchase vehicles with the CNG equipment installed at the factory. Several months ago, Public Services recommended that the pick up trucks, which were part of the annual vehicle replacement list, be purchased as CNG vehicles for the project. The trucks will be used by Refuse division supervisors for daily rounds. The vehicles will be fueled at the County Yards CNG station (at Third and Lena Road) , and the truck vendor will train City mechanics in CNG equipment repair. The County will also contract repair and maintenance service if necessary. In addition to the subsidy from Caltrans ($3500 for each vehicle) , the City has been awarded a California Energy Commission grant for $2500 per vehicle. 1 RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A PURCHASE ORDER TO THREE-WAY CHEVROLET FOR THE FURNISHING AND DELIVERY OF 3 TWO (2) EACH, NATURAL GAS PICK-UP TRUCKS, TO BE UTILIZED BY THE PUBLIC SERVICES/REFUSE DEPARTMENT IN ACCORDANCE WITH BID 4 SPECIFICATION F-93-18 . 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO A FOLLOWS: 6 SECTION 1. That Three-Way Chevrolet is the lowest and best 7 responsible bidder for the furnishing and delivery of two (2) 8 each, natural gas pick-up trucks in accordance with Bid 9 Specification F-93-18 for the total amount of $37, 784 .22 ; pursuant 10 to this determination, the Purchasing Agent is hereby authorized 11 and directed to issue a purchase order for said two (2) each, 12 natural gas pick-up trucks to said lowest and best responsible 13 bidder; such award shall only be effective upon the issuance of a 14 purchase Order by the Purchasing Agent; and all other quotations 15 therefor are hereby rejected. 16 SECTION 2 .
