F-88-09
The proposed purchase is for eight (8) each 20 cubic yard roll-off units, to be
utilized in daily operations by the Public Services/Refuse Department. At the
request of the department, appropriate specifications were prepared, published
and furnished to area suppliers. Bids were publicly opened and declared on
February 9, 1988. The following is a summary of Bids received

Nine (9) vendors for this equipment were solicited. Five (5) vendors responded.
Two no bids, one bidder included Bid Bond as required but did not include the
special instructions to bidder requesting specification requirements. One bidder
did not include requested Bid Bond or requested specification Requirements. One
vendor met all material requirements of the bid package.
Specifications as bid have been reviewed with the Director of Public Services
who concurs that the Bid of C & D Manufacturing Company meets specifications and
requirements. It is therefore recommended that the Bid be accepted for contract.
The equipment funding is in the 1987/88 budget (127-413-55126) $21 ,600.

ADDENDUM TO STAFF REPORT F-88-09
Vendor #3 (Refuse Compactor Service Inc. ) did furnish bid bond as
required in the bid package. This vendor did not furnish the
specification acknowledgement as to what the City is receiving at this
purchase price.
Vendor #5 (Arpico Steel Corp. ) did not furnish the bid bond as required
in the bid package. Also, they did not furnish specification
acknowledgement as to what the City is receiving at this bid package
price.
Vendor #4 (C & D Mfg. Co. ) met all bid package requirements.
This may or may not be a material requirement of pre-bid backage. This
is for legal and Council to decide. The Purchasing Agent has no recourse
but to be consistant.
Section #29 (Bid Bond) of the General Specifications is an integrated
requirement of the bid package to insure liquidated damages should the
bidder to whom the contract is awarded fail to enter into the contract
and cause the City extraordinary costs.
The second section of the bid package, the Technical specifications, are
requested to insure the level of quality and assurance what the City is
procuring.
The Purchasing Agent really has no other option but to present forward
thru legal and to Council for award, the avenues allowed per bid package
requirements and Municiple Code.

2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A BID TO C & D
MANUFACTURING COMPANY FOR THE FURNISHING AND DELIVERY OF 20 CUBIC YARD
3 ROLL-OFF UNITS TO BE UTILIZED BY THE PUBLIC SERVICE/REFUSE DEPARTMENT IN
ACCORDANCE WITH BID SPECIFICATION F-88-09.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
5 BERNARDINO AS FOLLOWS:
6 SECTION 1. C & D Manufacturing Company is the lowest and best bidder
7 for the furnishing and delivery of 20 cubic yard roll-off units in
S accordance with Bid Specification F-88-09 for the total amount of
9 $21,013.44; pursuant to this determination, the Purchasing Agent is hereby
10 authorized and directed to issue a purchase order for said 20 cubic yard
11 !
roll-off units to said lowest and best bidder; such award shall only be
12 effective upon the issuance of a purchase order by the Purchasing Agent; and
13 all other bids therefor are hereby rejected.
14 I HEREBY CERTIFY that the foregoing resolution was duly adopted by the
15 Mayor and Common Council of the City of San Bernardino at a

Eight (8) 20 cubic yard roll off refuse containers (bin)

NOTICE : " SPECIAL INSTRUCTIONS TO BIDDER "
BIDDER SHALL COMPLETE RIGHT HAND COLUMN INDICATING SPECIFIC SIZE AND/OR MAKE AND
MODEL OF ALL COMPONENTS WHEN NOT EXACTLY AS SPECIFIED. STATE "AS SPECIFIED" IF
ITEM IS EXACTLY AS SET FORTH IN THE LEFT HAND COLUMN.
FAILURE TO COMPLETE RIGHT HAND COLUMN WILL INVALIDATE BID.
It is the intent of these specifications to describe a
20 cubic yard rated capacity metal refuse container
(bin) . Each bin shall be constructed "Heavy Duty"
throughout and shall be able to withstand unusual
strain, temperature, wear, and use.
All specifications are minimum. Bidders are expected
to meet or .exceed the specifications in their entirety
Note: Bidders are required to submit complete factory
seecifications and drawings for all proposed equipment
Information shall include dimensions and type of metal
protective coatings, etc.
Rated bin capacity 20 cubic yards (8) each .

Drop body shall be consturcted in such a manner and
in such detail to be mechanically compatible with
city designated refuse truck carrier units. This
requirement shall be coordinated with the Public
Services Superintendent (714) 384-5053.
