Synopsis of Previous Council action:
02-04-87 --- Resolution No . 87-35 adopted authorizing execution of
a Development Agreement with the State .
09-08-87 --- Resolution No . 87-304 adopted authorizing execution of
an Agreement with Florian & Martinez , Associates , for
re-design of Phase I -B .
Recommended motion:
That a finding be made that construction of Phase I -B
of the Seccombe Lake State Urban Recreation Area is
needed for health and safety reasons .

STAFF REPORT
Phases I -A and II -A of Seccombe Lake State Urban Recreation
Area have been completed . Funds have been allocated by the State
for Phase I -B .
Construction of Phase I -B will complete the recreation
area northerly to Seventh Street .
Additionally , in California Public Resources Code ,
Section 5701 , the legislature of the State of California has
made the following pertinent findings :
(b) Community , neighborhood , and regional parks , beaches ,
recreational areas , recreational trails , and other recreational
facilities , and the preservation of historic sites and structures
contribute significantly to a healthy physical and moral environ-
ment and also contribute to the economic betterment of the state .
(c ) Many older parks and recreational facilities have
deteriorated to the point where the original investment in them
may become lost , and prompt action is necessary to restore them
to usefulness .
We recommend that a finding be made that the construction
of Phase I -B is needed for health and safety reasons .
