As a result , these facilities are not accessible to the handicapped . Removal of the architectural barriers will bring the facilities , included in Phase II , up to current handicap standards and make them fully accessible . We recommend that a finding be made that the removal of architectural barriers is needed for health and safety reasons . 2-23-88 75-0264
