Synopsis of Previous Council action:
On September 8, 1987, the Mayor and Common Council authorized and
directed staff to take appropriate actions to develop and submit to the
U.S. Department of Housing and Urban Development a Comprehensive
Homeless Assistance Plan. Staff was also authorized to solicit
proposals for the FY 1987 Emergency Shelter Grant allocation in the
amount of $29, 000.00.
Recommended motion:
That the Common Council authorize and direct the Mayor and staff to
develop and submit to the U.S. Department of Housing and Urban
Development an application for the City's FY 1988 Emergency Shelter
Grant Program allocation in the amount of $5, 000. 00.

STAFF REPORT
On February 16, 1988, staff received the attached notice from the U.S.
Department of Housing and Urban Development (HUD) regarding the
Emergency Shelter Grant Program (ESGP) . Said notice indicates the City
has been allocated $5, 000 for FY 1988 to provide certain types of
assistance to the homeless. The local government is required to match
the $5, 000 grant with cash or in-kind contributions of an equal amount.
Prior to receiving the funds, the City must submit an application to HUD
with various certifications and assurances including certification of
consistency with the City's approved Comprehensive Homeless Plan (CHAP) .
The deadline for submitting the Emergency Shelter Grant Program
application is March 28, 1988 .
Staff is presently soliciting proposals from various private non-profit
organizations in applying for the City's $29, 000 ESGP allocation,
received in FY 1987. Staff is recommending that the FY 1988 allocation
of $5, 000. 00 be added to the FY 1987 allocation of $29, 000.00 (for a
total of $34 , 000.00) so as to provide a larger pool of funds in our
current solicitation. This would prevent a duplication of effort for
this year's smaller allocation. It would also enable non-profit
organizations to leverage a little more assistance to renovate, convert
or operate an existing emergency shelter in the City.
The reason for placement of this item on the supplemental agenda is that
the attached notice was not received in time to make the March 7 1988
Common Council agenda Additionally staff did not realize at the time
of receipt that the grant award would necessitate a new application be
submitted to HUD. This item complies with Section IV.B. of Department
Director Letter Number 115" (revised)

SUBJECT: Official Notification of $5,000 Grant Allocation
In accordance with section 416(b) of the Stewart B. McKinney
Homeless Assistance Act, this letter serves as official notification
of your grant allocation under the Emergency Shelter Grants Program,
This allocation is your jurisdiction' s share of the $8 million
appropriated by Congress under the Fiscal Year 1988 Further Continuing
Appropriations Act (PL-100-202) signed into law by the President on
December 22, 1987.
Please note that the deadline for submitting your Emergency
Shelter Grants (ESG) application is March 28, 1988. Failure to meet
this deadline will result in the reallocation of your funds to other
jurisdictions. The enclosed Notice of Funding Availability, which
will be published in the Federal Register shortly, outlines ESG
Program application requirements.
