AM ON STAFF REPORT Subject: San Bernardino County Draft Hazardous Waste Management Plan (Attachment B) Mayor and Council Meeting of February 15, 1988 REQUEST To review and discuss the County Draft Hazardous Waste Management Plan (HWMP) in order to provide input to the County during the revision phase . The final HWMP will come before the Mayor and Council between July 1 and September 30 , 1988 for approval and adoption. Background The . mid-1980 's has seen passage of a series of state and federal statutes concerning hazardous waste management. One of these statutes, AB 2948 (Tanner , 1986) , was designed to insure that safe, effective, and economical facilities for the management of hazardous wastes are available when they are needed, and that these facilities are of a type, and operated in a manner , which protects public health and the , environment. In accordance with this legislation and in compliance with Health and Safety Code, Section 25135, et seq. , the San Bernardino County Draft HWMP has been prepared by County staff in junction with an advisory committee and a City and Agency Review Group. The primary purpose of the County HWMP is to establish programs and policies for safe management of hazardous materials , including wastes. The Plan will become the County ' s primary planning document for hazardous waste management. Many of the subjects discussed deal with established , on- going programs of the County Department of Environmental Health Services , while others include proposals for new programs and policies. Some of the policies included in the County HWMP will direct- ly affect the City. A listing of these policies, along with a page number reference to the Plan, is included in attach- ment A and will be discussed in the presentation. San Bernardino County Draft Hazardous Waste Management Plan Mayor and Council Meeting of February 15 , 1988 Page Review of the County Draft HWMP has been scheduled as follows: Jan. 1 , 1988 - March, 1988 Public hearings on Draft Plan. March 31, 1988 Receive comments from California Department of Health Services (DHS) , local jurisdictions and public . April 1 - June 30 , 1988 Revise Draft Plan to incorporate comments received from public, industry, local juris- dictions, and state DHS. July 1 - September 30 , 1988 *City approvals and adoption by Board of Supervisors. Submit Plan to state DHS 90 days after State approval Incorporate into General Plans and adopt all necessary ordinances. An Environmental Impact Report will be prepared and reviewed in accordance with the provisions of the California Environ- mental Quality Act prior to final adoption of the Hazardous Waste Management Plan. * The City approval and adoption requirements are described in the attachment A letter .
