The bids have been reviewed and discussed with the low bidder ,
in order to determine why these were so much in excess of the
Engineer ' s Estimate . The Engineer ' s Estimate was based upon in-
formation received from the supplier of the lighting fixtures . This
information apparently included only the cost of poles and lighting
fixtures , and labor to install .
The lighting systems for these fields were installed by City
Forces many years ago . Plans are available only for Palm Field .

In the absence of plans , the contract documents were prepared to
direct the Contractor to install new conduit and wires , for the
3 other fields . This necessitated cutting and patching a considerable
amount of asphalt concrete , and tunneling under the snack bar to
install a conduit run to the electrical panel inside the snack bar
building . Our estimate did not fully reflect the cost of installing
this conduit and wire .
Also , we understand that the price of copper wire has doubled
in the last month , due mainly to decline of the dollar .
There are not sufficient funds allocated to finance modifying
the lighting systems at all 4 fields . After discussing this project
with Parks and Recreation Department , it was decided to delete Bid
Item No . 3 , Elk ' s Field . This decision was based upon the fact that
the lights are operable at this field and would suffice for this
season .
Listed below is the total estimated project cost , with Bid
Item No . 3 deleted .

No . 3 .

2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO DAVID-RICHARDS CONSTRUCTION FOR INSTALLATION OF FIELD
3 LIGHTING AND SECURITY LIGHTING FOR NEWMARK FIELD , SAN-RI FIELD,
AND PALM FIELD , AND APPROVING CONTRACT CHANGE ORDER NO. ONE .

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
5 OF SAN BERNARDINO AS FOLLOWS:

SECTION 1 . David-Richards Construction is the lowest
7
8 responsible bidder for : Installation of Field Lighting and
9 Security Lighting for Newmark Field , San-Ri Field , and Palm
Field , in accordance with Plan No . 7368 as amended by Contract
10
11 Change Order No . One , for the total amount of $133 ,615 .00; a
contract is awarded to said bidder accordingly, but such award
12
13 shall be effective only upon the contract being fully executed by
14 the -)arti.es; all other bids therefor are hereby rejected; and the
15 Mayor is hereby authorized and directed to execute said contract
16 on behalf of the City; a copy of the contract is attached hereto ,
17 marked Exhibit "A" and incorporated herein by reference as fully
18 as though set forth at length.
SECTION 2. Execution and Amendments . This contract and
19
20 any amendments or modifications thereto shall not take effect or
21 become operative until fully signed and executed by the parties
22 and no party shall be obligated hereunder until the time of such
23 full execution . No oral agreements , amendments , modifications or
24 waivers are intended or authorized and shall not be implied from
25 any act or course of conduct of any party.
26 SECTION 3 . Contract Change Order No . One , deleting Bid
27 Item No . 3 , "Installation of Field Lighting and Security Lighting
28 for Elk 's Field" , for a decrease in the contract price of
1 $66 ,097 .00 , from $199 ,712 .00 to $133 ,615 .00 , is hereby approved .
2 I HEREBY CERTIFY that the foregoing resolution was duly
