Description) Finance: Council Notes: Aaenda Item Nn____ CIT ' OF SAN BERNARDI'"O - REQUE^T FOR COUNCIL ACTON STAFF REPORT At the July 15, 1987 Council Budget session, staff was directed to review the fee structure for the Perris Hill Pistol Range and recommend adjusted fees that were more reflective of actual costs. The fee structure, which was in place at the time of the Council directive, is noted below: $30/year for adult range cardholders $5/year for law enforcement personnel excluding members of the San Bernardino Police Department $5/year for junior cardholders under 18 years of age $3/per day (no range card) $. 50/per day (no range card under 18 years of age) $1 for each additional target A revised fee structure was subsequently prepared and approved by Council at their September 8, 1987 meeting. The revised fee structure was reflective of the actual costs incurred in the operation of the pistol range and is noted below: $50 per year for range cardholders $8 per day (no range card) $1 for each additional target Some concern has been expressed regarding the revised fee structure by members of the San Bernardino Pistol Club, as well as the Elks Pistol Club. Their concern relates to the need for a reduced fee for individuals under 18 years of age. It was the consensus of the pistol club members who were in attendance at a meeting held to discuss this subject, that a reduced fee would encourage these individuals to use the range and, correspondingly, discourage gun shooting at unauthorized locations throughout the City and County. The Police Department has reviewed this request and concurs with this recommendation. Accordingly, staff recommends that the following revised fees be implemented for individuals under 18 years of age utilizing the Perris Hill Pistol Range: $30 per year for junior cardholders (under 18 years of age) $4 per day - under 18 years of age RECOMMENDATION It is recommended that the attached resolution, which incor- porates these new fees, for use of the Perris Hill Pistol R nge, and repeals Resolution #87-288 be adopted. R D ILSON Assistant to City Administrator FW/j sg 75-0264 Now tv 1 RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO ESTABLISHING A SCHEDULE OF FEES FOR USE OF THE PERRIS HILL PISTOL RANGE, SAN 3 BERNARDINO, CALIFORNIA; AND REPEALING RESOLUTION NO. 87-288 . 4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS : 5 6 SECTION 1 . The following schedule of fees and rates is 7 hereby established for the use of the Perris Hill Pistol Range, 8 San Bernardino, California, which fees shall include one target 9 per visit: 10 11 $50 . 00 per year for range card holders 12 $30 . 00 per year for junior range card holders (under 18 13 years of age) 14 $ 8 . 00 per day (no range card) 15 $ 4 . 00 per day (no range cards-under 18 years of age) 16 $ 1 . 00 per each additional target 17 18 SECTION 2 . Members of the San Bernardino Police Department 19 and San Bernardino Police Reserve Unit shall pay no fees for use 20 of the Perris Hill Pistol Range. 21 22 SECTION 3 . No person shall be permitted to use the 23 facilities of the Perris Hill Pistol Range unless and until he 24 pays the requisite fee to the City of San Bernardino in 25 accordance with the foregoing schedule of fees . 26 27 28 I SECTION 4 .
