Ramos, Director To Ray Schweitzer From Parks, Recreation and City Administrator _C'p•-ADi�FI€a• Community Services Subject PATTON PARK PROPERTY - STATUS REPORT, „ , , : Date January 25, 1988 I Approved Date On Monday, January 25, 1988 I met with Mr. Robert Donner, State Land Agent, to discuss the Patton Park Project. Mr. Donner visited the park site and was very pleased with the progress that has been made since his visit last year. Mr. Donner felt very confident that the State would be agreeable to considering another extention to complete the park. He requested that I submit a letter to him requesting a three year extension in which to complete the last phases of the park. Mr. Donner indicated that I should receive an answer from the State in approximately one month. In looking toward future funding to complete the park, funding sources for further development could be derived from Park Construction Fees, Community Development Block Grant, 1986 State Bond Act and the General Fund. The California Wildlife, Coastal and Parkland Conservation Act initiative will be going before the voters of California on the June, 1988 ballot. If this initiative passes it will also be a source for park development funding. Since the purchase of the property in 1974, thirty eight acres (see section A on the attached) have been developed on the Patton Park pro- perty at a cost of $1,104,185 to include the following: Five ballfields with landscaping, irrigation, fencing, lighting, concession stands, backstops, scoreboards, and parking lot. In addition an open space of approximately five acres has been landscaped with trees, irrigation, picnic areas, lighting, restroom, tot lot, drinking fountain, and parking lot. Street improvements such as widening of Arden Avenue which bounds the west boundary of the park has also been part of the improvements attributed to the park. And lastly a community gardens project with irrigation, and a physical layout of garden plots has also been developed. The development of the remaining approximately fifty two acres (see Section "B" on the attached) has been estimated to cost $2,024,027. Development will include demolition, grading, landscaping, irrigation, hydroseeding, picnic shelters, lighting, drinking fountains, picnic tables, fencing, parking lot (2) and continuation of the widening of Arden. PATTON PARK PROPERTY - STATUS REPORT January 25, 1988 Page 2 Plans are completed for approximately 15.2 acres of the remaining 52 acres and $405,000 is presently in the budget to accomplish this . This phase is about ready to be sent out to bid. A request for an opinion on whether or not the amount of work completed to date at Patton Park is sufficient to satisfy the original agreement with the State was submitted to the City Attorney' s Office on December 29, 1987. As of January 25, 1988 I have been informed by the City Attorney' s Office that they have completed a thorough research of the agreement and their opinion should be in my office shortly. I will forward to you a copy of the City Attorney' s opinion as soon as I receive it. If additional information is needed please let me know. ANNIE F.
