It is our contention that the issue is not adequately represented by Councilman Maudsley ' s brief analysis of the feasibility study presented by Mr. H. 8ick1er to The East San Bernardino County Water District . Mr. Maudsley 's memorandum supports the construction of an "Executive Length" golf course because of space limitations and the senior golfing population of the area. We strongly disagree with this Supposition. There is no doubt that the construction of a public golf course on the Patton Hospital Grounds would be a profitable and successful venture. The proposed format presented has many strong and viable ideas. But is severely limited in it 's scope and it ' s possibilities. We object to the following statements appearing in Councilman Maudsley ' s memorandom supporting the construction of an Executive Length Golf Course-. 1 . "The supposition that an "Executive Length" course would be the only option. " 2. "The marketing analysis showed there is a need for this type of recrea- tional facility in our local area. " 3. "The substantial number of senior players that traditionally patronize that type of facility~ On a very regular weekly basis. . . " Please consider the following facts: 1 . According to San Bernardino County Census Department, 47% of San Bernardino 's current population is between the ages of 18 and 49. And have a yearly spending income of $25~ 000 2. According to Councilman Maudsley ' s memorandum the proposed Patton Hospital Development would be targeted towards the recreational player. If the Definition of a recreational player is limited to the senior population~ We would be inqorin9 47% or �- � more of the population of the City of San Bernardino. By designing a facility that strives to provide a quality qc,lf experience to all age groups and golf handicap levels. The City would improve the quality of leasure time activities for the entire population. 3. According to the same memorandom° Council Maudsley quotes Mr. Bickler as saying " that an "Executive Length" course with a club house and driving range would be the only option. " Attachment No. 1 is our facility layout of a "Regulation Length" golf course that would include a club mouse. Public parking. Maintenance area, A complete practice area and a city park. This layout would provide the senior golfer with roughly the same walking distance as the proposed "Executive Length" layout. 4. According to a recent article in the Sun Teleagram 'See attachment No. 3) the proposed "Executive Length" course would charge $8 green fees for weekday play and $12 green fees for weekend & holiday play. The area ' s "regulation Length" golf courses are charging the folowinq. San Bernardino Public Yardage 5630 Weekdays $7 Weekends & Holidays $13 El Rancho Verde C. C. Yardage 6800 Weekdays $9 Weekends & holidays $16 Shannin Hills (City Owned) Yardage 6500 Weekdays $12 Weekends & holidays $17 (Question) Why would any golfer of any skill level pay the same or more money out of their pocket to play a golf course that is shorter in length and lower in par? By building a high quality Regulation golf course, With a competitive rate structure , The city would attract more golfers of all levels of ability. In consideration of junior and senior golfers a seperate. Discounted rate structure could be established. Please see Attachment No. 4 for further points supporting a o Course vs a Executive Course. In conclusion we urge the Mayor and the Common Council to endorse the construction of a public golf course on the Patton State Hospital Grounds, But to call for public scrutiny of the above mentioned feasibility study in order to detetrmine it 's verality , And to commission a new study based on the construction of a Regulation Length Course that would benefit the whole population. The United States Golf Assn defines a Regulation Go1f Course as one whose par is between 66 to 72 and over, And wMose 18 hole yardage measures more than 5200 yards. Sincerely Yours, Steve R. Building a Executive course would take away that major income because many tournament groups will not play on a Executive type course. Result would be loss of business to entire area. 5. A Regulation course could also used by area schools for golf matches and practice sessions. The facility could charge the school district a lower amount than what already is being charged. This would allow the district to save money to put towards other programs, 6. Putting in the Executive Course designed by Mr. H. 8ickler would be a poor usage of space at Patton. There is too much room between greens and tees. Also the range does not need to be 150 yards at the end and 75 yards at the front of the range. And a profitable range does not have to be 350 yards long , 7. A Regulation Golf Course would provide more of the area 's young people with jobs and a facility which could support a junior golf program. S. Regulation Courses would also mold larger wens.
