STAFF REPORT
Federal -Aid funds are provided from the Hazard Elimination
Safety ( HES ) Program to finance 90% of the cost for improvements
to reduce accidents .
The installation of most arms on "E " Street , at 8th Street ,
has been designated for funding under the HES Program. Installa-
tion of mast arms will reduce accidents by providing another
traffic signal indication for both directions of traffic on
"E" Street .
Execution of Program Supplement No . 48 will serve to
obligate $18 ,000 in Federal -Aid Funds to this project . It will
be necessary for the City to allocate $2 ,000 in the 1988/89
Street Construction Fund Budget to finance the local agency
share of the project cost .
We recommend that Program Supplement No . 48 be approved .

3 NO . 4C TO LOCAL AGENCY-STATE AGREEMENT FOR FEDERAL-AID PROJECTS
NO . 8-5033 BETWEEN SAID CITY AND THE STATE OF CALIFORNIA, ACTING
4 BY AND THROUGH ITS DEPARTMENT OF TRANSPORTATION .
5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS :
6 SECTION 1 . The Mayor of the City of San Bernardino is
7 hereby authorized and directed to execute on behalf of said
8 City Program Supplement No . 48 to Local Agency-State Agreement
9 for Federal -Aid Projects No . 8-5033 to authorize certain
10 safety improvements , between said City and the State of California
11 acting by and through its Department of Transportation , a copy of
12 which is attached hereto marked Exhibit "A" and incorporated
13 herein by reference as fully as though set forth at length herein .
14 I HEREBY CERTIFY that the foregoing resolution was duly
15 adopted by the Mayor and Common Council of the City of San
16 Bernardino at a meeting thereof , held on
17 the day of 19 by the following vote ,

This Program Supplement is hereby incorporated into the Local Agency-State Agreement
for Federal-Aid which was entered into between the LOCAL AGENCY and the STATE on
4/6/78 and is subject to all the terms and conditions thereof. This Program
Supplement is adopted in accordance with Paragraph 2 of Article li of the aforementioned
Master Agreement under authority of Resolution No. .approved by the
LOCAL AGENCY on (See copy attached).
The Local Agency further stipulates that as a condition to payment of funds obligated to this project,
it accepts and will comply with the convenants or remarks set forth on the following pages

SPECIAL COVENANTS OR REMARKS
1, All maintenance, involving the physical condition and the
operation of the improvements, referred to in Article VI
MAINTENANCE of the aforementioned Master Agreement will be
performed by the Local Agency at regular intervals or as
required for efficient operation of the completed improvements.
2 . In executing this Program Supplemental Agreement the Local
Agency hereby reaffirms the "Nondiscrimination Assurances"
contained in the aforementioned Master Agreement for
Federal-Aid Programs .
3 . The Local Agency will advertise, award, and administer this
project and will obtain the State' s concurrence prior to
either award or rejection of the contract.
4 . The Local Agency agrees the payment of Federal funds will be
limited to the Detail Estimate amounts approved by the
Federal Highway Administration in the Federal-Aid Project
Agreement (PR-2) , or its modifo ( shown) onatheaFinance
