STAFF REPORT
Due to insufficient funding for Additive Alternates One and
Two , the contract was awarded for the Base Bid only . The Base Bid
included lighting for fields 2 and 3 .
The County of San Bernardino has offered to provide up to
$12 ,653 . 00 in supplemental funds , from its Community Development
Program to finance the cost for Additive Alternate No . Two , in-
stallation of lighting on Field No . Four . The County requests that
all unused City administrative and contingency funds be used prior
to the expenditure of the additional County allocation .
The Contractor has agreed to reduce the price of Additive
Alternate No . Two to $14 ,000 . 00 . This would require a minimum City
contribution of $1 ,347 . 00 .
The American Youth Society Organization will assume respon-
sibility for the additional electrical usage charges .
The Community Development Department has expressed agreement
to this proposal . Currently , $3 , 788 . 00 is available for contingen-
cies . No change orders are anticipated at this time . However , the
project is in an early stage of construction .
We recommend that the resolution be adopted .

Dear Mr. Henderson:
Reference your letter of October 15, 1987 regarding the AYSO Complex Lighting
project. At that time you stated that the City lacked sufficient funding for the
completion of the installation of lighting for the entire complex (including bid
alternate #2). It was indicated that a shortfall of $12,653 existed. The County
is prepared to contribute up to an additional $12,653 from its CDBG funds in order
to include bid alternate #2. However, it is requested that the City use the funds
currently budgeted for the project, including contingency and unused administration
funds, prior to the expenditure of the additional County allocation.

1 RESOLUTION NO. _
2 RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING THE
CONTRACT WITH DAVID RICHARDS CONSTRUCTION, FOR INSTALLATION OF
3 FIELD LIGHTING FOR AYSO PARK, BY INCLUSION OF ADDITIVE ALTERNATE
NO. 2, INSTALLATION OF LIGHTING FOR FIELD NO. 4 .
4 WITNESSETH•
5 WHEREAS, the installation of lighting for Fields No. 2 and
6 3 were included in the Contract Documents Plan and Special
7 Provisions No. 7099 ("bid documents" ) as the Basic Bid; and
8 WHEREAS, the installation of lighting for Field No. 4 was
9 included in the bid documents as Additive Alternate No. 2; and
10 WHEREAS, a contract was awarded to DAVID RICHARDS
11 CONSTRUCTION for the Basic Bid only, due to limited availability
12
of funds; and
13 WHEREAS, a bid was received for Additive Alternate No. 2
14
of the bid documents from DAVID RICHARDS CONSTRUCTION, in the
15
amount of $14,225. 00; and
16 WHEREAS, after the award of the contract on the basic bid
17
the County of San Bernardino Department of Economic and Community
18
Development agreed to provide up to $12, 653.00 to finance the
19 cost of Additive Alternate No. 2; and
20 WHEREAS, this amendment is not for the purpose of
21
splitting or separating a bid into smaller work orders or
22
projects for the purpose of evading any provision of the law
23
24 requiring work to be done by contract after competitive bidding .
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:

SECTION ONE: The contract with DAVID RICHARDS
26
CONSTRUCTION for installation of lighting at AYSO PARK, in
27
accordance with Contract Documents Plan and Special Provisions

I No. 7099, is hereby amended by inclusion of Additive Alternate
2 No. 2 at a contract price of $14 , 000. 00.
3 I HEREBY CERTIFY that the foregoing resolution was duly
4 adopted by the Mayor and Common Council of the City of San
5 Bernardino at a meeting thereof, held on
6 the day of 1988, by the
