STAFF REPORT
Bids for this project were opened at 2 : 00 p . m . on Tuesday ,
12-22-87 .
A total of three bids were received . However , one was from
a contractor who failed to attend the mandatory pre-bid field
review, which rendered his bid invalid . The two valid bids for
replacement of skylights were in the amounts of $31 ,828 . 00 and
$42 ,853 . 00 . The low bid of $31 ,828 . 00 is 20 . 4% less than the
estimated cost of $40 ,000 . 00 .
An alternate bid was also solicited in the bid documents
for repair of the skylights . Only one bid was submitted for this
alternate , in the amount of $40 , 600 . 00 .
Costs incurred for this project will be charged to the
$40 ,000 , allocated under Account No . 001-323-56251 , CCM Skylight
Replacement .
We recommend that a contract be awarded for the low bid
to replace the skylights .
This is a maintenance contract . Therefore , some of the
processing steps required for public works contracts , such as
a finding of health and safety , environmental review , have not
been done .

2 RESOLUTION OF THE CITY OF SAN BERNARDINO AIlARDING A
CONTRACT TO SCC GENERAL CONTRACTOR FOR FURNISHING AND INSTALLING
3 SKYLIGHTS AT CENTRAL CITY MALL .
4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAP! BERNARDINO AS FOLLOWS :

SECTION 1 . SCC General Contractor is the lowest
6
7 responsible bidder for : Furnishing and installing Skylights at
8 Central City Mall , in accordance with Plan No . 7336 , for the
total amount of $31 ,828 . 00 , a contract for Schedule No . Two is
9
awarded to said bidder accordingly , but such award shall be
10
11 effective only upon the contract being fully executed by the
parties ; all other bids therefor are hereby rejected ; and the
12
Mayor is hereby authorized and directed to execute said contract
13
14 on behalf of the City ; a copy of the contract is attached hereto ,
marked Exhibit "A" and incorporated herein by reference as fully
15
as though set forth at length .

SECTION 2 . Execution and Amendments . This contract and
17
any amendments or modifications thereto shall not take effect or
18
become operative until fully signed and executed by the parties
19
and no party shall be obligated hereunder until the time of such I
20 j
full execution . No oral agreements , amendments , modifications
21
22 or waivers are intended or authorized and shall not be implied
23 from any act or course of conduct of any party .
I HEREBY CERTIFY that the foregoing resolution was duly
24
25 adopted by the Mayor and Common Council of the City of San
Bernardino at a — meeting thereof , held on the
27
day of 1988 , by the fol1oIwing vote , to-wit :
