1 RESOLUTION NO.
2 RESOLUTION OF THE CITY OF SAN BERNARDINO ESTABLISHING A
3 POLICY FOR THE DEVELOPMENT AND OPERATION OF SPEICHER PARK .
4 WHEREAS , Speicher Park was conceived as a memorial to the
5 Speicher family who died in an automobile accident in 1986; and
6 WHEREAS , the development of Speicher Park has been through
7 cooperation of City forces and community volunteers; and
8 WHEREAS , the community is concerned that the park maintain
9 the highest standards of security and beauty as a fitting and
10 lasting memorial to the Speicher family.
11 NOW, THEREFORE , the Mayor and Common Council of the City of
12 San Bernardino do hereby resolve as a policy in the development
13 and operation of Speicher Park as follows:
14 1 . The number and location of trees in the park will be
15 reduced from the original proposed 124 to the existing number of
16 65 to create an open and safe feeling in the park .
17 2 . According to recognized park standards , lights and
18 appropriate signage will be strategically located to help make
19 the park a safe recreational area . All park lights will be
20 operated by photocell and will remain on from dusk until dawn .
21 3 . The San Bernardino City Parks and Recreation Department
22 will offer their assistance in the development of a Student
23 Awareness Program regarding the purpose and usage of Speicher
24 Park .
25 4 . San Bernardino City Police Department will institute
26 heavy treet and foot
y patrol with high visibility of police
27 units , initially relying on an assigned unit for the first thirty

1 (30) days during the school schedule from noon to park closing .

2 A narcotics detail will be called in to monitor any signs of
3 developing drug problems .
4 5 . During the school week , the restrooms will only be
5 available to the public during park staff working hours .
6 6. After park completion , the Task Force will meet
7 quarterly during the first year and on an as-needed basis
8 thereafter .
9 I HEREBY CERTIFY that the foregoing resolution was duly
10 adopted by the Mayor and Common Council of the City of San
11 Bernardino at a meeting thereof ,
12 held on the day of 1988 , by the
13 following vote , to wit :
