STAFF REPORT
Last month I received the attached memorandum from Councilman
Reilly regarding the above referenced subject. Mr. Reilly' s
memorandum includes letters from Mrs. Blanche Tompkins
relating to certain sewage problems on West 20th Street. Mrs.
Tompkins is a handicapped individual on a fixed income and
has, for some time, paid for Roto Rooter services to remove
various sewer blockages (paid invoices are also attached to
Mrs. Tompkins ' correspondence) .
Also attached is a memorandum from the Director of Public
Works which includes two (2) estimates, the first of which
envisions installing the sewer in the middle of West 20th
Street for an estimated cost of $33 , 400. The second estimate
of $21, 300 involves resolving the problems by installing a
replacement line which would require an easement if the new
line is to be public or a construction easement if the line
is to be private.
After consulting with the Director of Public Works, it was
determined that Plan "B" estimated at $21, 300 would be the
most cost effective method of resolving the problems
described above and in Mrs. Tompkins ' letter. The Director
of Public Works will be consulting with the appropriate
property owners regarding granting of the appropriate ease-
ment.
On January 7, 1988, the Community Development Citizen
Advisory Committee considered this matter and took an action
recommending that the Mayor and Common Council appropriate
$21, 300 in CDBG Contingency funds for correction of the sewer
problem described above.
I recommend adoption of the Form Motion.

Please find the attached copy of a letter from Mrs.
Albert Tompkins regarding sewer problems she is experiencing.
I have had other complaints over the years regarding
this particular sewer line which apparently is a private line
serving several houses installed many years ago. I would
like to assist in finding a solution to this problem.
Is it possible to use CDBG funds or provide other
sources of city assistance in resolving this matter? If so,
I would appreciate your help in working with Roger Hardgrave
and Manuel Moreno to find the best way to provide sewer
service and what the cost would be.

Oear Mr. Thomsen,
I have lived at the above address for the oast 35 years. If you
will check your diagram of the vari,,us serer lines y ,u will see
that the sewer line that services these h^mes runs behind the
homes on 20th St. from 0 St. ending at the above address, 360
West 20th. Consequently any blockage in the entire line from
0 St. (250 feet) backs un into my home. At first this was
infrequent and the home owners north of us lived in their homes
on 20th St. In order to maintain good relations with our neighbors
we paid for the roto-rooting service all the w?y to 0 St. My
husband was working then and prices were not sky high. These are
all rental homes now and their owners reap the income from them and
Still exoect aye to Day for keeoinq the sewer lines open.
What can be done? Is it vossible to out the sewer line down 20th St
like all the other streets in San Bernardino? Then each home would
be rasoonsible for the roots on their own- prooerty. Is there any
w7y these homeowners can be forced to cav the rotoreoter bills when
tree roots are found on their orgnerty? last year Or. Maudsley
paid 2/5 of the bill -- this veer nothing! He owns two of the lots.
My husband died Now. 7, 1987 of lung cancer. I an faced with enormous
medical bills and funeral expenses. In additicn to that I am severely
handicapped as a result of 00110, requiring 2 leq braces, back brace,
and 2 canes to walk. I am dependant n»n Social Security for my income,
and oossibly a small oension from my hush=nd. If this runs into
thousands of dollars-, I Cannot Day it. I do want some alternative
from this yearly harrassment. m have paid sewer bills for 35 yesra
like everyone also so do not feel as though I have a 'private line'.
Enclosed you will find letters and bills for 1984,1986, 1987. Also
my check for the monthly water and sewer bills.

This morning I awoke to a most obncxious odor which I traced to a
bathtub half full of sewage. I wasted no time in calling a Roto-
Re cter. This tine I made certain that his line would extend over
250 feet in length. Again the Droblem w-As tree roots, which I saw
rVself, located 230 feet from the cleanout valve on the east side of
our house. The lots are 50 feet wide so the roots blocking the sewer
line were located nn vour property, 2005 K. 0 Street.
Y=u r tenants mey not have had problems with the backup sewage. Our
h`-;-e doss not have steps- so we are the first to suffer from the clogged
dr ains- At the present moment I don't think I shall ever enjoy a hot
bath again. It could happen while I am taking a bath!
Enclose:' you will find a Dill for the 5156.00 for the lotc-Rooter
Service. I think that it is only fair that the person on whose
roperty the roots are found, should Day the bill . My husband and
I are both retired and have a lot of medical bills. We do not have
a0ditional incore fr.:,m rental orocerty. I do expect to be re-imbursed
entirely for the bill promptly. If nc•t I shall resort to other measures.

The memo from Councilman Jack Reilly, dated 11-30-87 , expressed
an interest in identifying a source of funding to alleviate the
problems described in the letter from Mrs . Albert Tompkins .
Attached are estimates and a plat showing the area in question .
Two solutions are shown , Plan "A" and Plan "B. "
Under Plan "A" , an 8-inch sewer line would be installed on the
center line of 20th Street , from "D" Street to a point about
300 feet to the east . The estimate includes extending 4-inch
laterals around to the back of the houses and intercepting the
waste lines that presently connect to the private line . Also,
the cost for cutting the 4- inch concrete paving is included in
the estimated cost .
A replacement line would be installed under Plan "B. " An ease-
ment would need to be acquired , if the new line is to be public .
A construction easement would be required if the new line was
to be private .
The above information is provided to assist you in identifying
a source of funding . Please advise if we can be of any addi -
tional assistance.
