STAFF REPORT
On April 22, 1985, the city filed a preliminary application with the state for
designation as an Enterprise Zone. The Enterprise Act establishes a program to
stimulate private investment and business development in distressed areas by providing
state incentives in combination with local incentives. Although not approved for
state designation, the city has committed to continue the Enterprise Zone concept on
the local level .
On November 1 , 1985, the mayor and common council adopted Ordinance MC 480, which
established incentives for the Enterprise Zone.
The Redevelopment Agency was designated as the zone management office and is
responsible for verification of eligibility for fee exemption and/or rebates and for
submitting to the mayor and common council an annual Enterprise Zone Status Report.
The Enterprise Zone Status Report for the period beginning March 31 , 1986, and ending
on December 31 , 1987, is attached for your review.
The total amount of fee exemptions and/or rebates for the period mentioned above was
$36,940.07. For the amount you have induced:
a) 34 New businesses for a total building permit value of $1 ,202,857 and
created 111 jobs .
b) 1 Industrial Business and 2 jobs.
C) 23 Infill homes for a total building permit value of $1 ,480,514.40.
d) 12 Single family residences for a total building permit value of
$792,030.40.
e) 25 Single family Rehabs additions for total building permit value of
$440,376.00.
f) 2 Demolitions for a total building permit value of $2,700.00
