City officials, baseball fans and most of our citizens were celebrating the announcement that the newly formed San Bernardino Spirit baseball team would be playing Class-A California League games at Fiscalini Field. San Bernardino's fledgling team surprised both critics and fans with its success on the playing field and at the box office. The club broke a 40-year attendance record when 161,511 fans turned out for 67 home games, smashing the league attendance mark of 154,547 set by the Stockton Ports in 1947. Led by energetic General Manager Bill Shanahan, more then 950 season tickets were sold before a roster had even been selected. The team and San Bernardino received nationwide exposure when "This Week In Baseball" aired two features on the Spirit. The club finished with a record of 70-72 and led the league .in home runs. The Spirit has provided more than outstanding family entertainment for young and old alike. Fiscalini Field's upgrading provides a "home" field for a variety of local baseball teams from American Legion to California State University, San Bernardino. I Professional baseball in San Bernardino also has created an estimated $1,000,000 impact upon the community. This is in addition to the statewide ,.�._.and national,,publ i ci ty_on the success,yof,_the..Spirit.. and its importance to- the city. The Chamber, through its Baseball Committee, will continue to be the booster group for the Spirit. We are planning a Spirit Hot Stove League Dinner on February 24, 1988, and a Welcome Luncheon for the 1988 team on April 7, 1988. In short, the business community, through this organization, believes that the Spirit has been good for the entire community and not just business alone. We urge the City Coucil to "play ball" with the Spirit. Let us regenerate the team work attitude at City Hall which played such an iriportant part in making the Spirit's initial season a winner. SUMMARY OF COSTS PRIOR TO AND WITH SPIRIT - The Committee referred the latest financial report to the City Attorney for review and asked that he report to the full Council in Executive Session. The Committee felt they had received as accurate an accounting of revenues and expendi- tures as possible. The Committee recommended that a bond of at least $559,524 be posted by the Spirit ball club. This amount was considered minimal since the full amount of expen- ditures to the City was $842,642 . The amount of the bond would be increased if the City was required to install net- ting along the third base side of the field, a necessity to reduce the liability of foul balls being- hit out to Highland Avenue. The Committee reiterated their desire to work with the Spirit team in a spirit of cooperation to "clear up these matters" . 2. PROJECT RENAISSANCE AND CODE ENFORCEMENT - Item continued for ninety days. After providing an oral report on the results of their interviews with most departments, The Committee, in concert with the City Administrator and the new Building and Safety Director, requested that an in-depth plan be developed. The plan would take into account the impact on departments, the effect on the General Fund and a phase-in approach. The Committee emphasized their support of addi- tional code enforcement but want a plan that will not fail and is long term. The plan should: 1) Identify what is to be accomplished; 2) How it will be accomplished; 3) The. bl � 4) A breakdown of all costs, plus a grand total; and 5) A - breakdown of all projected revenues by source. The report will be due in late April, Early May. 3 . AGREEMENT - STEIP'MAN, GRAYSON, SMYLIE, INC.
