PROPOSAL OF
THE HOUSE OF YING
(A Family of Homeless and Needy)
1. Direct Aid - No bureaucrats, no buildings, no bricks no B.S.
2. Deposit all homeless funds into an interest bearing account.
3. 8 motels in the County to be selected by the Council of the House of Ying
for 4r6C,furbishment (each to receive equal amount of the Grant) .
4. Each motel to receive the funds for refurbishment to agree to provide 5
(semi-private) rooms for 1 year to the members of the House of Ying for
free. Future use of these rooms would be subject to negotiation between
L Ghe HuW'se BUT Ying and the motel owners directly.
5. The homeless would share these semi-private rooms indefinately subject to
their receiving their Social Security benefits, or VA or whatever.
6. Each recipient of a room will be expected to contribute back to the House of
Ying approximately 112 of the costs daily. This would=.be--done through those
processes currently being used to live such as:
1. Picking up cans.
2. Selling copper, etc.
3. Odd jobs. 3 ; �S
4. Soliciting -44&6s for the non-profit corporation, The House of Ying.
5. Working at full tJmepbs oy c llecting Jheir benefits.
Each of the 8 motels would be stategically located around the County (approximately
70miles apart.) Thus aiding:
1. Relocation of some of the homeless less populated areas.
2. Restore blighted motels to a functio quality.
3. In the extending of the initial c'�Wto much much more.
4. Getting them off the streets PERMANENTLY.
5. Since the House of Ying is a closed corporation, it can easily
control the trouble makers and the "double dippers" and the crooks
by simply kicking them out of the corporation and/or refusing them
membership.
The disbursement of ALL funds from the account of the House of Ying shall be done
upon the performance of agreed tasks and not upon the promise to perform.
All contracting- work done on the motels shall be done by "hungry" contractors
willing to work lt4i-cos o cover their employees and without Profit.
The members of the House of Ying shall all be vouchered in >'on a daily basis
thus as some are moved into the society or out "of difficulty" through their
benefits being received others will qre ' take their place.
Membership in the House of Ying is currently being controlled by the Bank as
members makb a "set" deposit for membership. Thus those to whom the rooms shall
be available shall be done on the basis of first come first served. The deposit
slip for membership is dated and stamped. The earliest date is the first to get
a room.
