Recital. The City of San Bernardino desires to undertake i 7 a certain project designated San Bernardino City Community Crime Resistance I Program to be funded in part from funds made available through State General I 9 Funds as authorized by Chapter 1215 of the 1985 Statutes for the California i 10 Community Crime Resistance Program, and/or federal funds as authorized under 11 the Justice Assistance Act of 1984, Public Law 98-473, administered by the i 12 Office of Criminal Justice Planning (hereafter referred to as OCJP) . 13 SECTION 2. The Mayor of the City of San Bernardino is hereby author- i 14 ized and directed to submit the attached application to OCJP, and to execute I 15 on behalf of said City the attached Grant Award, including any extensions 16 o r amendments thereof. 17 SECTION 3. The City of San Bernardino agrees to provide all matching 18 funds required for said project under the Community Crime Resistance Program 19 and the rules and regulations of OCJP and that funds will be appropriated 20 as required thereby. 21 SECTION 4. POPULATION OF SERVICE AREA: 140 , 851 tA d ( CIT OF SAN BERNARD11*0 - REQUE-tv FOR COUNCIL ACS rJN I STAFF REPORT COMMUNITY CRIME RESISTANCE GRANT On July 1, 1986, the San Bernardino Police Department began a Community Crime Resistance Grant which was awarded by the State Office of Criminal Justice Planning. During that first year of operation, over 660 programs were done, reaching a total of 20,007 citizens of San Bernardino (including all ages). In addition, 28 training sessions were conducted, and 32 volunteers were recruited. Those programs consisted of Neighborhood Watch, child safety, personal safety, senior safety, etc.--all of the programs that are offered by the Crime Prevention Unit. Additionally, several new programs were developed and successfully implemented. These strides forward were only due to the additional monies provided and the three police assistants whose positions were funded through the grant. The target areas for the last Community Crime Resistance (CCR) grant were the downtown area and the Delmann Heights area. The target area for the proposed new grant would be that area west of the I-215 freeway to the L.ytle Creek Wash, and south of 9th Street to Mill. Although there is a specific target area, it is imperative to note that the services are provided for the entire City. Attached is a copy of the final report submitted to the State for year one of the CCR grant. Year two is in progress at this time and will be terminating on June 30, 1987. If 1st year funding of this grant award is funded, it will include the salaries of the 3 police assistant's and associated support and operational needs, such as, vehicles, printing and materials related to the outlined program. The Crime Prevention Unit is in the process of preparing the application for the CCR Grant, FY 1988-89 in the amount of $90,000 from the Office of Criminal Justice Planning. Approval for the $10,000 grant cash match and resolution authorizing application for the grant must be approved by the Mayor and Common Council. This required process has been followed in our previous applications as a matte procedure. D nald J. u ett _.- Chief of follce i 3 COMMUNITY CRIME RESISTANCE GRANT - YEAR ONE FINAL REPORT Durinq year one of the Community Crime Resistance Grant , the Crime Prevention Unit of the San Bernardino Police Department completed a multitude of assignments . For the most part , grant objectives were slightly over stated , which required a small modifica- tion . In spite of this , most of the objectives were met by the end of the year. ( Attached is a work sheet used for past quarterly reports . It is basically self explanatory and clearly shows the successful efforts of the unit . ) The target area for year one is bounded by Baseline south to 5th Street , Sierra Way west to Interstate 215 and incorporates six reporting districts . The downtown area (described above ) was selected during year one not only because of the crime rate but also because it provided a miniature of the crime problems plaguing the city as a whole . Part of the CCR money went, to the hiring of three new police assistants who have greatly exceeded the department ' s expectations for quality performance . They have been trained in initial areas of assignment and cross trained to take on additional responsibil- ities . One of the most useful pieces of equipment purchased through CCR funds was the auto dialer, which proved invaluable time and time again . The auto dialer has been used to notify block captains and neighborhood watch participants of meetings , crime information , etc. It has been easily accepted and appreciated by the citizens of San Bernardino. Another notable achievement has been the trans- lation and printing of the majority of our brochures into Spanish . The distribution of these brochures proved easier as time went on and more became available . As far as the target area itself is concerned, an appreciable degree of work was completed. The Crime Prevention Unit went door- to-door on at least two separate occasions . Home security inspec- tions were done , and neighborhood watch information was distributed and promoted . The residents were encouraged to have neighborhood watch programs and existing block captains received the most follow- up information through the mail , personal phone calls , and the auto dialer. These extensive efforts are only now beginning to bear fruit . Consequently, more crimes--hitherto unreported--are now brought to the attention of the police department . Residents who previously could have cared less are taking action and fighting back. Thus , the increase in 1986 burglaries in the target area over those figures of 1985 is partly attributed to a higher percen- tage in calls for service . In addition , new reporting procedures mandated by the State on reporting crimes --of a domestic violence nature appear to be a latent cause for the overall rise in total part one crimes . ( (`rntiniior� Dnno 7 � 1 CCR - Final Report Page -2- In spite of a month' s delay in hiring police assistants , a lengthy delay in receiving funds , and a turnover of both supervisors and police assistants , the unit met the 12 months worth of grant objectives in about 9 months of time . All of the objectives have been met . The activities can be further seen in the previously mentioned attachment . There was no appreciable degree of change in activity during the last three months of the grant period . Second year funding was sought and awarded .
