That a finding be made that the installation of
a 42-inch storm drain in 21st Street , from Twin
Creek Channel to San Gabriel Street , is needed
for health and safety reasons .

STAFF REPORT
Flooding is experienced by residents where San Gabriel
Street turns westerly into Niles Street . Also , there is a pro-
nounced dip in 21st Street , at San Gabriel Street , to drain the
storm water flowing easterly along the north curb of 21st
Street .
Installation of this storm drain will alleviate the
flooding experienced at the intersection of San Gabriel Street
and Niles , by reducing the quantity of storm water drained within
the street section . Also , installation of this storm drain will
allow the dip across 21st Street to be significantly reduced in
severity .
We recommend that a finding be made that installation of
this storm drain is needed for health and safety reasons .
