A total of 2 bids were received , the lowest being 31 . 1% over the Engineer ' s Estimate . Both bids were rejected at the Council meeting of 9-8-87 , and authorization was granted to re-advertise for bids , subject to Caltrans approving the revised estimate of cost . However , Caltrans Headquarters declined to approve the revised estimate . Our next thought was to drop these projects from the 1986/87 Highway Bridge Replacement and Rehabilitation Program . This proved to be unfeasible , since the regulations for this program allow only 1 bridge per year . Therefore , the Oak Street Bridge was nom- inated for the 1987/88 Program . This project was approved with the following funding : Preliminary Engineering $ 10 ,000 Right-of-Way -0- Construction Contract -- Bridge $ 162 ,000 Roadwork 54 ,000 Construction Engineering 32 ,000 TOTAL FUNDS AVAILABLE $ 258 ,000 Federal Bridge Replacement Funds can be used to finance 80% of the total cost , which amounts to $206 ,400 . The 20% local agency share , $51 , 600 , will be financed from City funds . An amount of $31 ,000 was allocated in the 1986/87 Street Construction Fund Budget , under Account No . 242 -362 -57359 , to finance the local agency share . Supplemental funds in the amount of $ 13 ,000 were provided in the 1987/88 Budget . In addition , an amount of $ 12 ,000 was allocated , under Account No . 242-362 -57349 , to finance the drainage improvements along Oak Street . The total amount of local agency funds budgeted to this project is $56 ,000 . Listed below is an estimate of the total project cost : Construction Contract $ 231 ,200 Engr . & Insp . ( W . O . # 1438 ) 20 ,000 Sub-Total $ 251 , 200 Contingencies ( 5% ) 12 ,600 TOTAL ESTIMATED COST FOR OAK STREET BRIDGE-- $ 263 ,800 2/26/88 75-0264 r C1 1( OF SAN BERNARMAO - REOULIST FOR COUNCIL AC%4ON STAFF REPORT Page 2 of 2 Caltrans has directed that the contract documents be prepared to require bidders to submit two bids , one for Oak Street Bridge , and the other for Oak Street and Valley Street . The reason is that including both bridges will result in lower bid prices due to more quantities . Federal Bridge Replacement Funds have been programmed in the amount of $ 151 ,200 . An amount of $30 , 100 was allocated in the 1986/87 Street Construction Fund Budget to finance the local agency share . Supplemental funds in the amount of $9 , 100 were provided in the 1987/88 Budget . The total amount of funds available for Valley Street is $190 ,400 . The available funding for Valley Street has not been adjusted , since it is under the 1986/87 HBRR Program. However , an overrun of 12 . 5% is allowed under this program . We recommend that these projects be advertised for bids , and a determination made after the actual bid prices are known as to whether one bridge or both can be included in the contract . The Environmental Review Committee found these projects to be exempt from CEOA , at their meeting of 6-18-87 . URGENCY CLAUSE Funds were programmed in the 1986/1987 Bridge Program. Only one bridge can be nominated each year and in order to complete one, bids must be received and award made in this year for the first programmed bridge . 2/26/88 75-0264
