Current Business Registration Certificate: Not Applicable Financial Impact: There is no cost-share or match requirement associated with this grant. The SAFER grant covers 100% of wages and benefits for grant covered positions. The Department of Homeland Security's grant contribution of salaries/benefits for the retention of 9 fire safety positions is estimated to be $2,332,926 over the two-year grant performance period. Payments for expenditures approved in the grant will be on a reimbursement basis. The City will request reimbursement for expenditures through the on-line grant website subsequent to expenditures. Background: The Fire Department applied for the Fiscal Year 2014 Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program which is funded by the US Department of Homeland Security, Federal Emergency Management Agency. The US Department of Homeland Security announced the availability of grant funding for Fiscal Year 2014 SAFER Grant Program on February 9, 2015 and closed the on-line grant application period on March 6, 2015. SAFER grants provide financial assistance to help fire departments to assist in Updated: 5/26/2015 by Georgeann "Gigi" Hanna A I Packet Pg. 120 5.1 3859 increasing the number of firefighters to help fire departments meet industry minimum standards and attain 24-hour staffing to protect communities from fire and fire related hazards. The goal is to assist local fire departments with staffing and deployment capabilities so that they may effectively respond to fires and fire related emergencies. The SAFER grant requires that all positions hired or maintained through the grant remain employed by the grantee for the entire two-year term of the grant or be in default of the grant agreement. Furthermore, the grant requires grantees to maintain their current emergency staffing levels, as declared at the time of application, including the grant funded firefighter positions, throughout the two-year performance period. Notification of the grant awardees is expected sometime in the summer of 2015, with the performance period beginning 90 days after the announcement of the award. Fire is requesting approval to continue with the application process of the 2014 SAFER Grant and if an award is made, authorize Fire to accept and administer the grant. If awarded, the 2014 SAFER Grant will be used to continue to fund these 9 fire safety positions. Funding of these positions will allow Fire to maintain current staffing levels. Fire has applied for and received SAFER grant funding on three previous occasions. In 2009, the grant was used for position retention, in 2011 the grant was used to continue position retention, and in 2012 the grant was used to hire nine new employees. Fire has projected that they will need to eliminate at least one responding engine company without the 2014 SAFER Grant funding. 0 On May 6, 2015, the Fire Department attended the Ways and Means Committee to discuss the submittal and acceptance of the 2014 SAFER grant application. The Committee recommended that the grant be submitted to the Mayor and Common Council to approve the ratification of the on-line grant application and authorize the Fire Department to accept and administer the grant if awarded.
