San Bernardino Municipal Water Department customer or property owner: California is now in its fourth consecutive year of severe drought.Water levels in the Bunker Hill Groundwater Basin, our source of drinking water, are at all-time historic lows. This drought has created one of the most serious water shortages in the history of the state. On April 1, 2015, Governor Jerry Brown issued an Executive Order mandating substantial water reduction across the state. In response, The State Water Resources Control Board (SWRCB) released expanded mandatory drought restrictions, under Water Code section 1058.5. effective June 1, 2015. The City of San Bernardino is now required by the SWRCB to reduce water consumption by 28%as compared to use in calendar year 2013. These regulations are considered temporary if, or until, drought conditions improve and the SWRCB then takes action to amend or suspend these restrictions. On May 19, 2015, the City of San Bernardino Board of Water Commissioners authorized implementation of Stage IIA of the city's water supply shortage contingency plan effective June 1, 2015. These restrictions reflect the State wide mandate starting with your July 2015 billing statement. I The San Bernardino Municipal Water Department Stage IIA Water Restrictions: • Irrigation shall be limited to three days per week; Mondays,Wednesdays and Fridays only; • Irrigation is allowed only before 8:00 a.m. and after 6:00 p.m. on s;ermitted days; y • Maximum irrigation time of 15 minutes per station per designated irrigation day; • Irrigation will be prohibited for a full 48 hours after a significant precipitation event (rainfall in excess of 1/8" as measured by the Department) has occurred over the City of San Bernardino. The Department will maintain website notification when this restriction will be in place; • All leaks shall be corrected within seventy two (72) hours of Department notification; • No watering of outdoor landscapes that cause excessive runoff; • No washing down driveways, sidewalks, or other hadscapes; • The washing of cars, trucks, or other vehicles is not permitted except with an automatic shut-off nozzle, or at a commercial car washing facility designated for vehicle washing; • No use of fountains that use potable water, unless the water is recirculated; • The serving of drinking water other than upon request is prohibited in eating or drinking establishments including but not limited to restaurants, hotels, cafes, cafeterias, bars or any other public place where food or drink are served; • All hotels/motels shall provide their guests with the option of choosing not to have towels and linens laundered daily. The hotel/motel must prominently display notice of this option in each bathroom using clear and easy language. NOTICE OF NEW MANDATORY WATER RESTRICTIONS The SWRCB emergency regulations allow for the use of fines for customers and property owners who do not abide by the mandatory water conservation measures. The SWRCB has the authority to impose $10,000.00 per day fines on any water agency that does not comply.The Water Department's focus will be to work with our customers on compliance through education and assistance; only those customers/owners who continue to ignore the new restrictions after the Department has exhausted all good faith measures will be assessed fines. The Department's process for water waste infractions is as follows: • First Violation: Warning letter to the customer describing the water waste issue and notice of potential fines if, and only if, the violation continues. Provide a Water Department customer service contact for assistance and conservation information. Allows seven (7) calendar days to remedy the violation. • Second Violation:Site visit to inspect the water violation and potential solution(s). A second warning letter to customer describing the water waste issue and notice of potential fines if the violation continues. Provide a Water Department customer service contact for assistance and conservation information. Allows seven (7) calendar days to remedy the violation. • Third Violation: One hundred dollar ($100.00) penalty after failure to comply with second warning. • Subsequent Violations: Additional penalties increasing incrementally by one hundred dollars ($100.00) per occurrence,up to a limit of five hundred dollars ($500.00) per day. • Additional Action: The Department may restrict the amount of water supplied to any customer failing to comply with these requirements. The provisions of this section shall be applied in addition to any other charges provided for in this rule and shall be at the discretion of the Department. All fines imposed will be added to customers water bills or assessed to the property owner, and become payable at the same time and in the same manner as such bills or by such other method of collection and payment as established by the Department. To meet our water reduction goal of 28%, the City of San Bernardino Board of Water Commissioners authorized a 28% required reduction in water consumption from all customers. A monthly usage allowance for each customer will be established based on their 2013 calendar year water use. A twenty percent (20%) surcharge will be applied to each billing unit (hcf) that exceeds the twenty- eight percent (28%) required reduction. If the customer does not have consumption history from 2013,then the Department will use the customer's rate/class consumption average,by meter size, as the benchmark. One billing unit (hcf) is equal to 748 gallons. Example: A customer used 20 billing units (hcf) in July 2013. During a Stage IIA 28%percent usage reduction, the customer is permitted 14.4 billing units during July 2015 billing period: 20 hcf x 28% = 5.6 hcf (reduction) 20 hcf— 5.6 hcf= 14.4 hcf Quly 2015 benchmark) If that customer utilizes 14.4 or less billing units, no financial penalty is assessed. However, should that customer utilize 25 billing units, a twenty percent (20%) surcharge will be assessed for each billing unit (hcf) in excess of 14.4 as follows: 25 hcf— 14.4 hcf= 10.6 hcf 10.6 hcf x $1.15 x 20% _ $2.44 Stage IIA surcharge To report water waste, call (909) 384-5141 or go to www.stopwaterwastesb.org.
