Staff Report
SUBJECT
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
execution of annual agreements with the County of San Bernardino to provide equipment and
user access into the National Law Enforcement Telecommunication System (NLETS), the
California Law Enforcement Telecommunication System (CLETS), and the Sheriff's Central
Name Index (CNI.
BACKGROUND
Annually, the San Bernardino Police Department contracts with the County of San Bernardino
for various services not provided by other city departments or private companies. These services
include access to the National and California Law Enforcement Telecommunication Systems
(NLETS & CLETS)through the County of San Bernardino's message switch, various regional
criminal justice information systems that are accessed through the Sheriff Department's Central
Name Index (CNI) and maintenance for the Police Department's breathalyzer.
Access to NLETS and CLETS is essential to obtain criminal offender records and other criminal
justice information from national and state computer systems including data files such as FBI,
NCIC, DMV and Stolen Vehicle Systems. Additional regional criminal justice information is
available through the County of San Bernardino CNI system including local warrant information
and court calendar information.
For FY 2000/01, equipment and user access fees for NLETS/CLETS are $675.14 per month or
$8,101.68 annually. The fees for CNI are $2,155.00 per month or $25,860.00 annually. The
combined fees for FY 2000/01 totals $33,961.68 and is included in the Police Department's
adopted budget under Account#001-222-5505. Fees are based on actual usage recorded in FY
1999/00.
FINANCIAL IMPACT
Funds for these service agreements are contained in the Police Department's Fiscal Year
2000/2001 budget.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
7 CITY OF SAN BERNARDINO AS FOLLOWS:

9 SECTION 1. That the Mayor and Common Council of the City of San Bernardino
10 authorize the Purchasing Manager to execute an agreement between the City of San Bernardino
11 and the County of San Bernardino, in an amount not to exceed $25,860, for equipment and user
12 access, into the National Law Enforcement Telecommunication System (NLETS) and the
13
California Law Enforcement Telecommunication System (CLETS), a copy of which is attached
14
15 hereto marked Exhibit "A" and incorporated herein by reference as fully as though set forth at
16 length.
17 SECTION 2. That the Mayor and Common Council of the City of San Bernardino
18 authorize the Purchasing Manager to execute an agreement between the City of San Bernardino
19 and the County of San Bernardino, in an amount not to exceed $8,102, for equipment and user
20 access into the Sheriff's Central Name Index (0q, a copy of which is attached hereto marked

Exhibit "B" and incorporated herein by reference as fully as though set forth at length.

SECTION 3. The authorization to execute the above referenced purchase orders is
23
24 rescinded if purchase orders are not issued within sixty (60) days of the passage of this
25 resolution.
