Description: Art Townsend/Otto Gericke Drives realignment Finance: Council Notes: Agenda Item No. CITY OF SAN BERNARDINO - REQUEST OR COUNCIL ACTION Staff Report Subject: Approval of Plan and Authorization to Advertise for Bids—Street Improvements on Art Townsend and Otto Gericke Drives at the San Bernardino International Airport. Background: In 1998 the United States Department of Commerce approved a $1.2 million grant with an additional $600,000 in local match funding provided by the Inland Valley Redevelopment Agency (IVDA) for improvements to Mill Street, Art Townsend Drive and Otto Gericke Drive for a total initial budget amount of $1.8 million for both projects. The Mill Street improvements alone were budgeted at $1,268,000. The Mill Street improvements from Lena Road to Tippecanoe Avenue were completed in December 1999 at a total cost of $840,334 leaving a fund balance of $959,666 available from the original $1,800,000 budgeted to be used for the completion of improvements to Art Townsend, and Otto Gericke Drives. A portion of the remaining fund balance has been used by IVDA to cover expenses they have incurred for these projects. Because the FEDA funding for the two projects is tied together, the City, through the IVDA, will not be reimbursed its up- front costs for Mill Street until the Otto Gericke contract is awarded. The improvement plans for Art Townsend and Otto Gericke Drives from Del Rosa Avenue to Third Street have been prepared and are ready to be advertised for bid. In general, the project consists of constructing road pavement, curb, gutter, sidewalk, streetlights and a 10-inch water main. Below is an estimate of the total project cost: Construction Contract $811,795.00 Contingencies $121,769.00 Engineering & Inspection (W.O. No. 7167) $104,636.00 TOTAL $1,038,200.00 Financial Impact: Funding for this project in the amount of $635,800 has already been included in the 2000/01 CIP in Account No. 242-362-5504-7093 (Art Townsend/Otto Gericke Drives realignment) to be received from FEDA (75%) and IVDA (25%). The remaining balance of $402,400 will be the responsibility of IVDA. In the attached July 25, 2000 letter from IVDA, T. Milford Harrison, Interim Executive Director stated that if the bids received came in over the budget, either the project will be reduced or other financing alternatives found. It is not anticipated that any City funds will be used to finance any portion of these improvements. Once bids are received and compared to the total IVDA funds available, a budget amendment will be brought back to the Mayor and Council to approve at the same time approval is requested for a bid award. Recommendation: That the Mayor and Common Council approve Plan No. 9479 and authorize the City Engineer to advertise for bids for Street Improvements on Art Townsend Drive and Otto Gericke Drive. As we discussed, City staff would like to proceed with building this project, not only because it is important to meeting the infrastructure needs of the Inland Valley Development Agency (IVDA), but also because it allows the IVDA, and ultimately the City to be reimbursed for costs associated with its sister project, Mill Street. We understand there may be a discrepancy between the City's accounting of the project and IVDA's, relative to the balance remaining in the projects(s), but we feel, as I think you do, that the benefits of proceeding with the project far outweigh the concerns. We also understand that IVDA's staff recognized and supports their organization's ultimate obligation to fund all reasonable costs associated with the local match requirements for this project. He asked him if the bids for the construction of Otto Gericke/Art Townsend were to come in an over the amount remaining in the grant, would he allow me to transfer funds from the $1.1 million grant set aside for Tec Parc. His response was no, because he cannot transfer funds from one program year to another program year. However, please advertise for bids so that we can get this much-needed project underway. If the bids come over budget we will look at reducing the scope of work or looking at other financing alternatives. Thank you and your staff for your continuous cooperation.
