Subject:
Authorization to Establish Certain Parking Restrictions on the South Side of Kendall
Drive between Palm Avenue and 650 feet East of Palm Avenue.
Background:
The Traffic Engineering Section received the referenced request through a petition from area
businesses. The area of the request consists of a shopping plaza with several small businesses
including a Seven-Eleven Food Store. The business managers complain of long term parking by
motorists. Especially of concern are large trucks that consistently park overnight and on
weekends creating visibility obstructions to motorists attempting to enter Kendall Drive from the
shopping complex.
Staff evaluated the request and confirmed the requestors concerns. Commercial trucks have been
observed parked within this area consistently. Trailers are often left there without a tractor.
Since all of the affected businesses concur that parking should be restricted, and the plaza has
enough on-site parking for their patrons, staff recommends that the following restrictions be
implemented on the south side of Kendall Drive between Palm Avenue and six-hundred fifty feet
east of Palm Avenue:
♦ Prohibit parking overnight from Ten(10)P.M. through Six (6) A.M.
♦ Limit parking to two (2) hours between Nine (9) A.M. and Six (6) P.M.
It is further recommended that the above restrictions apply everyday of the week.
The petitioners concur with the above recommendations.
The Traffic Safety Committee evaluated this request on July 12, 2000. The Committee
concurred with the findings and recommendations of staff, and therefore recommended the
implementation of the restrictions as referenced above.
Financial Impact:
The estimated cost of $500.00 for installing the new signs will come from General Fund
Account No. 001-187-5111 (Signing and Striping Materials).
Recommendation:
Adopt Resolution restricting parking on the south side of Kendall Drive between Palm Avenue
and 650 feet east of Palm Avenue as following:
♦ Prohibit parking overnight from Ten (10) P.M. through Six (6) A.M. ( everyday)
♦ Limit parking to two hours between Nine (9) A.M. and Six (6)P.M. ( every day)

CERTAIN DESIGNATED STREETS, ALLEYS, OR PORTIONS THEREOF..." TO
4 ESTABLISH A NO PARKING ZONE BETWEEN THE HOURS OF 10:00 P.M. AND 6:00
5 A.M. ON THE SOUTH SIDE OF KENDALL DRIVE BETWEEN PALM AVENUE AND
650 FEET EAST OF PALM AVENUE.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
7 BERNARDINO AS FOLLOWS:
8 SECTION 1: Resolution No. 3985, which prohibits parking upon certain
9
designated streets or portions thereof, Section One, is amended by amending Subsection (18.2)
10
KENDALL DRIVE to read as follows:

12 " (18.2) KENDALL DRIVE

(A) Between Palm Avenue and 650 feet east of Palm Avenue (South Side Only),
14 Applicable between the hours of 10:00 P.M. and 6:00 A.M.
15 (B) Between 600 feet west of Wagonwheel Road and 200 feet east of
Wagonwheel Road, applicable to the south side only.
16 (C) Between 215 feet east of Revere Avenue and University Parkway, applicable
17 to the south side only. "

13 necessity require that parking be limited for a period of time no longer than two hours, between
14 the hours of 9:00 a.m. and 6:00 p.m. on any day upon those certain streets or alleys, or portions
15 thereof, or other City property hereinafter designated, to wit:
