Re; Request for change of San Bernardino Zip Code from 92410 to Highland Zip
Code 92346. Please, for the following reasons:
First, Our property titles papers state Highland,CA.
Second, City of SanBernardino Water Department has sent Water Increase notices
to residents of Highland that have San Bernardino mailing address,
these caused a mass confusion when we didn't have a Rate Increase,
because we belong to Highland East Valley Water District, See attached
copy of notice.
Third, There's a lot of confusion between San Bernardino Police Department
and Highland Sheriff Department, because of the mailing address.Also,
in our area there is a need for a U.S. Post Office contract Station,
our area is to far from the U.S.Post Office on Baseline and on
Del Rosa Streets.

ACQUISITION OF SERVICE CHARGES

THE BOARDROOM OF THE ECONOMIC DEVELOPMENT AGENCY LOCATED
AT 201 N. "E" STREET, 3rd FLOOR, SAN BERNARDINO, CALIFORNIA, THE
BOARD OF WATER COMMISSIONERS WILL HOLD A PUBLIC HEARING TO
CONSIDER PASSAGE OF A RESOLUTION INCREASING WATER RATES A_ND
ACQUISITION OF SERVICE CHARGES.
The proposed changes would result in an overall water rate increase to all current City
water customers and an increase in the acquisition of service charges for all new
customers connecting to the system. Delmann Heights customers will become like all
other customers and will be on the same proposed new rate schedule.
An independent study was conducted by Bartle Wells Associates of San Francisco to
determine revenue requirements, assist in the development of acquisition of service
charges, and to look at the financing requirements of capital improvements. Copies of
their report, copies of the Water System Reliability Schedule of Improvements, and slides
from the Water Rate Workshop are also available for review at the Water Department
located at 300 N. " D" Street, 5th Floor, San Bernardino, California. In accordance with
Resolution 435 of the Board of Water Commissioners. these items are available at a
charge.
Any person interested, including all persons owning property in the City, or served by the
City's Water Utility is invited to be heard and/or present written materials at the public
hearing. The Board of Water Commissioners will consider all protests against the
proposed charges, If written protests against the proposed charges are presented by a
majoritv of owners of identified parcels the Board of Water Commissioners will not
impose the charges_If there is no majority protest, and should a majority of the Board of
Water Commissioners agree to adopt the proposed changes, increases in the water rates
will become effective as of April 1, 2000, and increases in acquisition of service charges
will become effective July 1, 2000.
