STAFF REPORT
SUBJECT:
Resolution authorizing the execution of a Purchase Order to Consolidated Fabricators to furnish commercial
roll-off refuse bins,utilized by the Public Services Refuse Division
BACKGROUND:
The Refuse Division provides both residential and commercial refuse services within the City. The Commercial
section provides front-loading bin service and roll-off bin services. Roll-off bins are sized from 10-cubic yards
to 40-cubic yards and are serviced using a roll-off refuse truck.
As part of the Division's on-going bin replacement program,the Division is requesting authorization to purchase
five (5) 40-cubic yard and five (5) 20-cubic yard commercial roll-off refuse bins.
In accordance with Bid Specification No F-00-42 in February,2000 for commercial roll-off refuse bins,
Consolidated Fabricators,the lowest and best responsible bidder,was awarded a purchase order of less than
$25,000 and performed to the Division's satisfaction. Since the bid award from F-00-42 occurred within the
period of twelve (12) months and more than one responsive bid was received during the bid process, it is
recommended that the City not re-bid the bins at this time but rather increase the order to Consolidated
Fabricators. This recommended action is allowable under section 3.04.010,B2 of the City's Municipal Code,
entitled "Exemptions", and Consolidated Fabricators is willing to honor all prices,terms and conditions related
to RFQ F-00-42.
FINANCIAL IMPACT:
Funds for this purchase are included in the Refuse Division FY2000/2001 Budget in the Miscellaneous
Equipment account in the amount of$32,500.
RECOMMENDATION:
It is recommended that the Mayor and Common Council authorize and direct the Purchasing Manager to issue a
purchase order for roll-off refuse bins to Consolidated Fabricators in an amount not to exceed $32,500.

5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF
THE CITY OF SAN BERNARDINO AS FOLLOWS:

7 SECTION 1. That the City of San Bernardino previously awarded a purchase order to
8 Consolidated Fabricators as the lowest and best responsible bidder for the purchase of commercial
9 roll-off refuse bins in accordance with Bid Specification F-00-42 and that said award occurred
10 within the time set forth in the City Purchasing Code in which the City may repurchase under the
11 award without re-bidding; and,
12 SECTION 2. That the Purchasing Manager is hereby authorized and directed to issue a
Alftk 13 purchase order in an amount not to exceed$32,500 for said commercial roll-off refuse bins to
JU14 Consolidated Fabricators, pursuant to RFQ F-00-42.

SECTION 3. The authorization to execute the above referenced is rescinded if it is not

17 issued within sixty (60) days of the passage of this resolution.
