A resolution authorizing the execution of a purchase order to Truck Hydraulic Equipment Co. Inc. for one
(1) LiftAll Telescopic Aerial Platform Lift Truck to be utilized by the Development Services Department.
BACKGROUND
The vehicle to be replaced surpassed its economical life,was an economic burden to maintain and was
placed as surplus on March 24, 2000.

The Telescopic Aerial Platform Lift Truck will be utilized in the Development Services Department/Traffic
Signal and Lighting Division.
ANALYSIS
Notices inviting bids for one (1) Telescopic Aerial Platform Lift Truck, Bid No.F-00-51,were sent to sixteen
(16) vendors,the San Bernardino Area Chamber of Commerce, and advertised in the Sun Newspaper and the
City Web page; and three bids were received. The results are as follows:

Pacific Utility Equipment Co. Ontario Ca. $83,835.96
A truck from each vendor was tested by Fleet and Development Services staff for evaluation. The costs,
technical specifications of all bids and the evaluations of the trucks demonstrated were reviewed. Truck
Hydraulic Equipment Co. Inc. is the lowest bidder and meets or exceeds all requirements of the specification.
FINANCIAL IMPACT
Funds for this purchase are contained in the Fiscal Year 2000/2001 Motor Vehicle Replacement fund
account; $688,500 was included in this year's Fleet budget for the purchase of vehicles. Additionally,
approximately$711,600 will be carried over from the previous fiscal year for a total of$1,400,100, available
for vehicle purchases. The Vehicle Replacement fund accrues funds as departments contribute annually in
anticipation of purchasing replacement vehicles as needed.
RECOMMENDATION
It is recommended that the Mayor and Common Council authorize the Purchasing Manager to issue a
purchase order to Truck Hydraulic Equipment Co. Inc.in the amount of$ 78,231.89 for the purchase of one
(1) LiftAll Telescopic Aerial Platform Lift Truck to be utilized in the Traffic/Signal and Lighting Division of
Development Services..

5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

7 SECTION 1. That Truck Hydraulic Equipment Company,Inc. is the lowest and best
8 responsible bidder for the furnishing and delivery of one (1) LiftAll Telescopic Aerial Platform Lift
9 truck in accordance with Bid Specification F-00-51;pursuant to this determination,the Purchasing
10 Manager is hereby authorized and directed to issue a purchase order to Truck Hydraulic
11 Equipment Company, Inc.,for said LiftAll Telescopic Aerial Platform Lift truck for the total
12 amount of$78,231.89. Such award shall only be effective upon issuance of a Purchase Order by
13 the Purchasing Manager; and all other quotations therefor are hereby rejected.
14 SECTION 2. The authorization to execute the above referenced Purchase Order

16 is rescinded if it is not issued within sixty(60) days of the passage of this resolution.
