STAFF REPORT
SUBJECT: Determination that the General Plan and Development Code Amendment
processing fees related to Airport Districts are not required.
Mayor and Common Council Meeting of August 7, 2000
BACKGROUND
In 1982, the City adopted standards for development within Airport Districts related to
Norton Air Force Base. The districts were based on the Air Installation Compatible Use
Zoning (AICUZ) guidelines of the federal government. The AICUZ overlay and
development standards were incorporated into the General Plan update in 1989 and the
Development Code update in 1991. Since then,Norton A.F.B. ceased operations as a military
airport, but the overlay and standards remain in place.
To date,there have been no development projects that were unable to proceed because of the
AICUZ requirements. Projects in the vicinity of the San Bernardino International Airport have
been evaluated consistent with state and federal requirements for general aviation airports.
The Inland Valley Development Agency/San Bernardino International Airport Authority
retained a consultant to prepare the amendments and the environmental review document
and is incurring most of the costs associated with the General Plan and Development Code
Amendments. The amendments will replace the AICUZ with policies and requirements
consistent with Federal Aviation Requirements (FAR Part 77). If the City were to initiate the
amendments, staff would need to retain a consultant because of the technical areas to be
addressed. Since these amendments will benefit the City and IVDA/SBIAA by facilitating
development and redevelopment on and around the San Bernardino International Airport, staff
is requesting that application processing fees be waived.
FINANCIAL IMPACT
A General Plan Amendment is a direct cost recovery application with an initial deposit of
$1500. The costs for environmental review are charged against the direct cost recovery fee. A
Development Plan Amendment has a filing fee of$1002. The fees are intended to cover the
City's costs for processing applications. Since the consultant for the IVDA/SBIAA will be
preparing the amendments and environmental document for concurrent processing, it is likely
that no additional direct cost recovery fees would be required.
The City will be responsible for legal noticing requirements and copying charges. The cost of
legal noticing is estimated to be approximately $1700. Copying charges cannot be
determined at this time.

Staff recommends that the Mayor and Common Council make a finding that the General Plan
and Development Code Amendments related to Airport Districts are mutually beneficial to the
City and the IVDA/SBIAA and that the application processing fees are not required.
