Staff Report
SUBJECT:
Approve a purchase order to H& H Citrus, Inc, and Scott Tractor Service to perform weed
abatement services for the City of San Bernardino.
BACKGROUND:
The 2000-2001 Budget provides for weed abatement on vacant lots throughout the City. There
will be two (2) annual weed abatement cycles for 2000-2001, spring and fall. Special abatement
inspections and enforcement will be conducted between these cycles and will concentrate on
debris built up on all vacant lots. In order to abate weeds and debris in a timely manner, staff is
again recommending that the Council award two (2) contracts for these services. Approximately
3,000 parcels are abated annually.
In order to ensure the best possible price, staff prepared weed abatement specifications, which
included reporting procedures by the contractor for all work performed and in progress. In May
2000, bids were sent to fifteen area contractors, to the San Bernardino Chamber of Commerce,
and advertised in the Sun and on the city's web page. As advertised, bids were publicly opened
and read on June 7, 2000. Only two bids were received by the deadline. A third bid, for
handwork only, was received past the deadline. The two responsive bidders were:
H & H Citrus, Inc. Mentone, CA 92359.
Scott Tractor Service Bloomington, CA 92316.
Bid prices for discing, mowing and handwork were requested as part of the bid package. Both
bids were $45 per acre for discing and mowing and $35 per half-hour for handwork. These bids
include hauling and disposal. The bids were as follows:

For the purpose of this award, a cost not to exceed $170,000.00 has been established for all
contractors and a cap for the total amount the city would pay for services will be established at
$170,000.00. Work is awarded on a rotational basis as contractors complete the previously
assigned job. Additional work will not be issued until the previous work has been satisfactorily
completed. Each contractor's ability to satisfactorily complete the work assigned will determine
the amount of work issued.

FINANCIAL INPACT:
The cost to the City for weed abatement services is capped at $170,000 as this is the approved
budget for FY00-01. As part of the abatement and cost recovery process owners are billed for
the work done on their properties. If the bill is not paid the amount owing is placed as a lien on
the property taxes and eventually the City should be reimbursed for costs incurred.
RECOMMENDATION:
Adopt the attached resolutions authorizing the Purchasing Manager to issue a purchase order in
the amount of$170,000 for weed abatement services for FY 00-01. Weed abatement services
will be provided by the two (2)contractors, H&H Citrus, Inc., and Scott Tractor Service.

8 SECTION 1. The Purchasing Manager is hereby authorized and
9 directed to execute, on behalf of said City, annual purchase orders to H 8v H
10 Citrus, Inc., and Scott Tractor Service for weed abatement services in the
11
maximum amount of$170,000.

SECTION 2. The authorization to execute the above referenced

14 purchase order is rescinded if the parties to the contract fail to execute it
