Background: The San Bernardino Police Department is pursuing the feasibility of constructing a Firearms Training Facility. The department currently utilizes two training facilities. The first is a City of San Bernardino owned property located at Perris Hill Park, 831 E. Highland Ave. This range facility has been placed into a "limited use" status, due to noise mitigation issues and the dilapidated condition of the facility. The second facility is owned and operated by the San Bernardino County Sheriff's Department located at 18000 Institution Rd., San Bernardino. This facility is used by contractual agreement and the Police Department is charged for each use. These fees were increased during the last contract. The Riverside County Sheriff's Department and police departments for the cities of Rialto, Fontana, Ontario, Chino, and Riverside have each constructed on- site indoor range facilities to address these and other challenges. There are numerous advantages to owning and operating an on-site indoor range. These include enhanced public safety, sound mitigation, proximity to the station to facilitate training, and cost control of firearms training. Such a facility will also result in a reduction in mileage on city vehicles, use of overtime, and loss of personnel time, thereby increasing the overall efficiency and effectiveness of the Department. Finally, the Firearms Training Facility may be contracted out to local law enforcement agencies, producing new revenue for the City. An existing building owned by the City of San Bernardino, located at 767 N. E St., will be re-purposed to facilitate this project. The use of subcontractors will be permitted, focusing on specialized IL construction of range facilities. A Police Department representative will assist in walk through, design, and providing historical information. The Department has actively investigated the design and construction of the proposed Firearms Training Facility. This facility will have a service life of forty years, if properly maintained. The Police Department has identified funds from the FY2015/2016 Asset Forfeiture budget for this project. The roof has leaked o for approximately 10 years. There is visible damage to the interior walls from water penetration. A core ° sample was taken and is currently being tested for asbestos. The core sample showed that there were possibly three different roof systems that have been installed over the years. There is a concern regarding the weight of the material on the roof. Q During discussion of the preliminary structural engineering, the roof would be reengineered to s support the weight of the range baffle system. The W roof would be removed and a new roofing system a installed. Co IM Item 06—Ballistic Doors r A ballistic door will be constructed to cover an U. existing opening (9'4" Wide X 8' Height) in the 0 C block wall. This will allow for a patrol vehicle to _ enter the range to facilitate training. E cc L The Gel-Cor® bullet trap shall promote the Cn recovery and recycling of lead and copper from the spent ammunition. LL w a The Gel-Cor® BRM shall capture bullets fired o from all conventional shotguns, handguns, pistols and rifles up to and including a .460 0 Weatherby magnum rifle caliber. Up to 50 a. Cal. (BMG only) calibers may be fired into the Gel-Cor®range backstop from 25 yards E or greater distances. The backstop BRM shall be capable of passing a M Class "A" fire test over a 70 minute time Q frame. This shall help to ensure protection against flammable ignition sources, X vandalism and accidental tracer round use. w 0 m The Gel-Cor®bullet trap can be used to promote co both tactical and standard firearms training. m r The backstop design shall be approved by a = licensed Engineer. U_ 0) E QUALITY ASSURANCE—ENVIRONMENTAL REQUIREMENT ~ N E L To ensure quality, improve operational safety, and minimize Range Owner liability, the u construction of the Gel-Cor® berm trap by PTI must be performed by PTI directly and o not by any sub contractors to the range manufacturer. Furthermore, PTI must have °a been in business for a minimum of five (5) c years and possess a valid CA contractors E Class B license. PTI must submit upon request a demonstrated Q Packet Pg. 125 Page 7 history of Gel-Cor®bullet trap installations to the City for review by the City's _ Representative and or Architect. The list w must include a minimum of five (5) previous range customers who own and operate a Gel- ai Cor®bullet trap system similar to the type described in this product specification. to The Gel-Cor® Bullet Trap shall be constructed in E L part with recycled materials consisting of premium SBR chunk rubber. Documentation o showing test results must have originated from an independent and ° nationally accredited third party lab. a- CONSTRUCTION The Gel-Coro Bullet Trap shall consist of the backstop assembly infrastructure and the `t Gel-Coro Ballistic Rubber Media. X w The infrastructure shall be constructed with 10 m gauge-galvanized steel that shall be C prefabricated prior to delivery at the project site. The range backstop shall not require 0° any cutting or welding at the jobsite to - assemble the bullet trap and the frame LL structure. All hardware required to assemble the bullet trap L system shall be included. The Hopper Baffle shall be the only painted portion of the backstop s frame and shall consist primarily of treated abrasion resistant steel. " ti The infrastructure of this backstop system shall have a"fail safe"rear plate constructed of Q 3/8"AR500 steel approximately 30"tall and 42"wide mounted in each section of the LY backstop system. PTI shall include this 0 Q feature to prevent shoot through situations, in CL the event the system were to be improperly -a maintained by maintenance personnel. 0° The Hopper Baffle shall protect the upper back wall section of the range, act as the system's a� last deflection baffle by directing over shot = rounds downward into the main body of the BRM, and provide a reserve of BRM beyond the amount located on the range backstop's E primary slope face. The Hopper Baffle component is required to reduce maintenance costs and improve the overall safety of the range facility. This feature shall not be o comprised of soft materials such as rubber sheets or tiles that can be directly penetrated a by the applicable ammunition used on the firing range. The bullet trap shall have a minimum height of nine (9) feet high and a maximum footprint a Packet Pg. 128 5Hb Page 10 depth of 13.5 feet. The backstops side retention plates which keep r the rubber in the trap from the side shall be 3/8" AR500 BHN steel on the outside wall a� and 10 gauge on the opposing side wall. The incline of the bullet trap shall not exceed 35 degrees and shall not be less than 30 degrees. E L The backstop assembly shall be firmly attached atop the existing (or specified) steel reinforced concrete slab using concrete c anchors or fasteners. a 0 L CL L 0 OPERATION/MAINTENANCE y d The Gel-Cor®trap shall not have a curtain or fascia material which needs to be patched, or replaced, incurring additional maintenance, c, man-hours, range down time, and/or cost to the Range Owner. d All future maintenance of the Gel-Cor® Ballistic X Rubber Media shall be performed from the Y front side of the bullet trap. To increase a safety and reduce maintenance costs,the N range backstop system shall not be mined m from rear access doors. r The range backstop shall allow for spent rounds LL to be recovered through a vacuum separator recycling process. _ L During an eventual mining process the Owner anticipates the lead ammo and other bullet E trap metals in the range backstop will be d recovered and recycled, while the Gel-Cor® w BRM would be returned to the range o backstop. d Water to hydrate the Gel-Cor® BRM will be °a available via at least one (1) garden hose type access point, or faucet, having a source of E potable water within 50 feet of the berm trap, o without obstruction. Any communications with the City Attorney over the Vendor Service Agreement are not part of the project and are not billable to this project.
