D Justification for the Request This position became vacant upon the departure of Robbie Hickerson, Code Enforcement Officer II, on March 12th. With the recent reduction in force, this position is critical to the overall effectiveness of the Code Enforcement Division. Contact was made previously with all of the officers on the reinstatement list and no one accepted the position. There would be significant impacts to residents' quality of life if the position.is not filled. _ 0 Z. .N Is this the result of Personnel Committee action? ° a m No. N U If hiring at a salary above Step 1,why? 0 We are bringing Ruben Hernandez in at Step 10, due to his experience and what he will offer Q the City. He has had a vast array of training, including the CACEO Certified Code Enforcement = 0 Officer certification. Ruben has a background in law enforcement which is extremely beneficial L in this line of work for officer safety reasons. Currently, we do not have a fluent Spanish- 0- LO speaking officer, a void that will be filled with Ruben. With the health insurance cost increase to employees and the City not having step increases for several years, I believe in order to c retain an experienced officer we need to start him at step 10. co LO c N d C (c C L d C E V !Q Q Packet Pg. 56 f w w F ❑ 1:oil 2 ❑ W = a - <— c N— F U W U W w z` 0 S Iiz: 1 W w N tr N it fY it W.a w W a r y > > > J 7 > N= F ° 1 •." IL 1) UO QU .] U zU U' > U °_ W O w ¢ WwQ QwQ w !Y Na i o° 1e1° zOU ww U wL ZLL 'az Fz wNZ NZ amF y = LL a IL m LL 5 LL LL Q 0 U. 3 a U !r w a s W J Z U U U a C °'2 L•L':i1 t?  zz OE 0 0 0 OU r0 wmo  wN 3wN  wN xLL zW a a J w U u1 Q LL :3;::°•°: w nWa aw OW w wQ ww O  w  w ❑  w w aU zo zOa oa a  0 U) FL Rrfflffl ow U a0 . ❑ p ❑ ❑Z m ❑ ww0 a a }.. m alci Op V SU U z0 O 00 Q WU  w • N i gfnw mp WO u[u' : K O U wU U aU p ❑  tz 00 N IX w Z I,n  to z w °'0 Q Q Ld[Ilz a z a: 0 O N N ❑ N Z 'i%'I.6x'i[`w 1,,,.: 0 z w 2 V Gl ic°rn° v >W N ' mine",%]a N (L `t PuF"p'm'°' Y >_ >Q Z 4 %mei "'' N O Z z N xn d ¢ W bx[Elf;x [A 0 n:[:vn[•-[i• U "(— 0 Vl 1 1 ,90ln1lQl V J Q11i'QII2C F• t ! 6nit]ntilIIf][C ' ^(tJ IAt1` '•!'te' O^ Z F 1- z Z Z F- U N ct a p Q a a C a »in U g a 0 W 0 O U U Z O UIW ° 9r a  na a = U 0 = U w =  _ 00 U c.i  o  b3.
