City Council of San Bernardino:
In August of 2001, 1 discovered that Southern California Edison (SCE) had fraudulently and
maliciously transferred 1400 households from Region 17 to Region 16. This altered their
Baseline and increased their monthly electric bill by $50-$100. It was Edison's contention that
for 17 years these consumers were in the wrong Region and proceeded to transfer the 1400 to
the right Region. Edison also stated that their Regions followed the same boundaries as those
outlined by the California Energy Commission (CEC). I obtained a map of the CEC's Regions.
Their maps do not even contain a Region 17. Edison evidently made up Region 17 on its own.
It was then that I initiated a program to change this transfer back to the original Region 17. The
following four years included four personal appearances before the CPUC (California Public
Utilities Commission), numerous phone calls to the Docket Office, CEC and Norm Carter--
Manager of the Public Utilities Commission Public Advisor's Office. Norm Carter was my
mentor and a giant in the Public Advisor's Office. I wrote letters to politicians and non-
politicians (even to Mayor J. Valles--who turned down my request for help). I contacted my 4th
Ward Councilman (Neil Derry) but he couldn't help because he works for Edison. I had many
interviews and many articles were written about my involvement.
A Settlement Agreement was signed on November, 2005. Of the 88 pages in Settlement
Agreement, my four year venture ended up as one paragraph, which stated: "The
approximately 336 customer accounts located within the city of San Bernardino that are
presently receiving the baseline allocation for zone 16 shall receive the baseline allocation
provided to the majority of customer accounts in the city of San Bernardino which is presently
zone 17. This change shall be prospective only upon the Commission's approval of this
Settlement agreement, and the customers then receiving the baseline allocation for zone 17
shall not receive any adjustment to prior bills in which they received the baseline allocation for
zone 16". Southern California Edison (SCE) admits that SCE mistakenly transferred 336
consumer households in 2001, but refuses to reemburse these households for the higher rate
that they had to pay while in zone 161
The main reason for this paper is to let the Council (and the City) know that I had to do this by
myself without any help from the city or the council---even though several (1400) households
were involved. I think this is despicable and unworthy of the City of San Bernardino.
