For additional information please call: 909-881-4837 (21.5 freeway - off at Palm - turn right ) o� r�, r V City of San Bernardino Proposal of City of San Bernardino POW/MIA Flag Policy AN ACT to include a Flag Display Policy for the City of San Bernardino by adding the flying of the Prisoner of War/Missing In Action Flag (POW/MIA Flag) at all city facilities. The general public hereby encourages the display of the POW/MIA flag during daily/normal business hours or continuous if laminated at each city facility. (A) In enacting this policy, the City of San Bernardino City Council hereby declares and finds all of the following: (1) That over 93,000 men and women serving in uniform of the United States Army, United States Marines, United States Navy, United States Air Force and the United States Coast Guard, are still listed as "Missing in Action." (2) Of that 93,000, two thousand Americans, six hundred fifty from this state, who served in the United States armed forces during the war in Indochina that are still listed as prisoners of war or missing in action. (3) There is significant evidence that some of these missing Americans maybe still alive and being held against their will in Indochina and or there are still remains still not recovered or accounted for. (4) This nation is deeply indebted to its servicemen and servicewomen of all wars and conflicts for their courage and sacrifice and should demonstrate its special commitment to the missing men and women of all wars and conflicts and their families by obtaining the release of those still held prisoner of war and the fullest possible accounting from the responsible governments regarding those Americans listed as missing in action. (5) The POW/MIA flag is a powerful symbol of the plight of these prisoners of war and missing Americans and reminds the public of the commitment this nation must have in determining the fate of its servicemen and servicewomen. Thus, it is appropriate that the POW/MIA flag should be displayed at public buildings throughout this city to increase public awareness of the issue of prisoners of war and those missing in action and to gain public support for the efforts of the United States government to resolve this matter. (6) It is the responsibility of every American to pass the torch of our hero's sacrifices to our youth. It is our duty to educate our youth of the ultimate sacrifices made in the name of freedom. We must make our youth understand that there is a debt for this freedom, a debt that can never be completely paid in full. Notes/History On March 9, 1989, an official flag, which flew over the White House on 1988 National POW/MIA Recognition Day, was installed in the U.S. Capitol Rotunda as a result of legislation passed overwhelmingly during the 100th Congress. In a demonstration of bipartisan Congressional support, the leadership of both Houses hosted the installation ceremony. The POW/MIA flag is the only flag ever displayed in the U.S. Capitol Rotunda where it will stand as a powerful symbol of national commitment to America's POW/MIAs until the fullest possible accounting has been achieved for U.S. personnel still missing and unaccounted for from the Vietnam War. On August 10, 1990, the 101st Congress passed U.S. Public Law 101-355, which recognized the POW/MIA flag and designated it "as the symbol of our Nation's concern and commitment to resolving as fully as possible the fates of Americans still prisoner, missing and unaccounted for in Southeast Asia, thus ending the uncertainty for their families and the Nation". Protocol for Flaying the POW/MIA Flag: If flying the flag from ONE FLAG POLE, the POW/MIA flag is flown directly below the National Colors and above any state flag. * If flying National, POW/MIA and State flags from TWO poles, the POW/MIA flag should be flown from the same pole as the National Colors, and beneath the American Flag, with the state flag flying from the pole to the left. * If flying flags from three poles, the National Colors occupy the place of prominence (the right), with the POW/MIA flag immediately to the left of the US Flag, and the state flag to the left of the POW/MIA flag. FINANCIAL IMPACT: At this time the City of San Bernardino's' facilities maintain a POW/MIA Flag for specific days recognized in the United States House of Representative Resolution, H.R 1119, section 1054, Display of POW/MIA Flag. There would not be an immediate cost impact to the City of San Bernardino unless there has been a new city facility added which would require the purchase of a POW/MIA Flag or facilities that has torn or discolored flag.
