Packet Pg. 61 5.F.a The Department has five (5) full-time Development Services Technicians positions budgeted. Two of the five positions are currently filled with full-time, permanent City of San Bernardino employees. They are key positions within the Department as the Development Services Technicians assist walk-in customers at the public counter. The Technicians assist customers with inquiries regarding Planning, Building & Safety, and Land Development. Typical duties include researching building and land use permits, issuing building and land use permits, zoning verifications, taking in development applications and the like. in between customers, the Technicians respond to inquiries o received via email and phone, and perform more detailed research. 0 a Due to the high volume of customers and long wait times, the Senior Plans Examiner, a the Assistant and the Senior Planner, and the Land Development engineers are N frequently called out to the counter to provide back-up assistance to the Technicians. As a result, there are delays in the processing of development applications as staff is v N pulled off their projects in order to assist the public at the front counter. o U It is critical that these positions be filled, as the public counter is currently understaffed. a a� Community Development has contracted for services with an outside agency for two Development Services positions, in order to have staff available to assist the public. Keeping these positions vacant will decrease the Department's ability to assist the public r in a reasonable amount of time at the counter/over the phone/via email; or assist o applicants with development applications. The second Assistant Planner position was approved as part of the budget to more expediently assist the public at the counter, work with developers and process development applications through the entitlement process (staff level, D/ERC, Planning Commission and Mayor and Common Council), assist other agencies as needed, perform Packet Pg. 64 site inspections, respond to CRMS and Council inquiries. It is critical that this position be filled, as the Planning Division is severely under-staffed. i Staff initiated an open recruitment to fill this vacancy, and after the recruitment process offered the job to current City employee, Chantal Power. Chantal scored highest in the open recruitment, and is a familiar with many of the Planning functions that she will be responsible for. It is critical to fill this position because there has been an increase in construction d activities requiring inspection. If the position is not filled, contract consultant services will need to be used at a significantly higher cost. The City recovers the cost of this position through permit fees,utility franchise fees,and restricted capital project funds.
