the Deletion of One (1) Legal Secretary I (PT) Position and the Addition of One (1)
Office Assistant (U) Position to the City Attorney's Office. (#3768)

Financial Impact:
Adding this position to the City Attorney's Office will cost approximately $12,500 for the
remainder of FY 2014-15, which will be offset through elimination of the budgeted Legal
Secretary I (PT) position. Future costs will be added to the department's budget for FY
2015-16.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
On February 2, 2015, the Mayor and Common Council authorized the additional of one
(1) Office Assistant (U) position (Resolution No. 2015-17).
Background:
Since November 2013, a continued review of office personnel, practices and
procedures has been conducted, looking for avenues through which to increase
efficiencies and continuity within the department, and also provide cost savings.
In June of 2014, the City Attorney's Office reorganized its staffing structure, which
resulted in various positions being merged and/or eliminated, and resulted in substantial
salary savings.
In February of 2015, one (1) Office Assistant (U) position was added to the staffing
structure to absorb a critical position that had previously been funded by SBETA and
was in jeopardy of being deleted due to the termination of its grant.
To accommodate the recent hiring of another Deputy City Attorney, additional
reassignments are being made. Currently, the Legal Secretary I (U) divides her time
between one Attorney and one Administrative Analyst. The proposed Office Assistant
(U) will absorb the duties the Legal Secretary I (U) had been providing to the

Administrative Analyst, which are more aligned to that of an Office Assistant (U) than a
Legal Secretary I (U). The Legal Secretary I (U) will then assume the support
responsibilities for the new attorney.
The urgency of bringing the request forward at this time is two-fold: the anticipated start
date of the new attorney and to provide sufficient time for the Office Assistant to work
with the Administrative Analyst before a scheduled leave of absence.
