Synopsis of Previous Council Action: On October 20, 2014, the Mayor and Common Council approved Resolution No. 2014- 370 authorizing the Director of Finance to transfer$368,000 from the San Bernardino Soccer Complex Unexpended Cash Fund Balance and Directing the Director of Finance to Amend the FY 2014-2015 Budget by $368,000 on both Revenue and Expenditures for Fund 134 - Soccer Complex Fund Background: The Soccer Complex is a 47 acre sports facility primarily facilitating annual local, state, and national soccer tournaments. The sole purpose of the Soccer Complex is "to provide a premier athletic, venue for regional competitions in order to stimulate the City of San Bernardino's economy through sports tourism." On average, the Soccer Complex provides services to over 350,000 visitors per year. Due to the City's financial challenges, the Soccer Complex staff has experienced limited Updated: 3/12/2015 by Linda Sutherland E I Packet Pg. 313 5.1 3734 financial ability to provide adequate maintenance and upgrades to the Soccer Complex. Resolution No.2014-370 provides for the purchase of equipment and materials to upgrade and maintain the Soccer Complex facility and playing fields. The main piece of equipment needed by staff is a Compact Multi Terrain Track Loader. This will allow staff to perform sweeping of the parking lots and sidewalks, digging and trenching for major irrigation repairs, grading of turf sites, and broadcasting of fertilizer and herbicide's. This investment allows the City to own a singular piece of equipment as opposed to multiple pieces of equipment. This also lowers our maintenance cots by owning one piece of equipment. On November 3, 2014, a Request for Quotes (RFQ) F-15-12 was issued for the purchase of a Compact Multi Terrain Track Loader. Proposals were due on November 13, 2014. A total of six (6) bids were submitted. The low bid was submitted by Inland Bobcat, Inc., 5494 Via Ricardo, Riverside, CA 92509 in the amount of $95,180.97.
