part of the adopted 2014-15 budget.

• The City recruited for the position through a competitive process. m

• Rick Moreno was the most qualified person for the job.
• Mr. Moreno has 30 plus years in the construction trades and project management.
• He is a licensed California State Contractor.
• He is knowledgeable about every City facility, 140 in all.
