The Department is requesting to increase the contract with Willdan Engineering by
$180,000.
The Department would like to increase the contract using the following accounts:
$47,000 from Account#001-180-0001-5505 current balance -$76,542.
Remaining balance - $29,542
$103,000 from Account#001-180-0028-5505 current balance $103,794
Remaining balance — $794.00
$30,000 from Account#119-180-0028-5502 current balance — 48,750
Remaining balance - $18,750

Synopsis of Previous Council Action:
September 2, 2014 Council adopted Resolution 2014-327 approving a
Consultant Services Agreement with Willdan Engineering
and CSG Consultants for Plan Review, Inspection,
Stormwater Management, Fire and Life Safety Plan Review,
Building Official, and Counter Services.
October 20, 2014 Council adopted Resolution 2014-366 approving an
amended Consultant Services Agreement with Willdan
Engineering for Plan Review, Inspection, Stormwater
Management, Fire and Life Safety Plan Review, Building
Official, and Counter Services.

On September 2, 2014, the Mayor and Council approved Resolution 2014-327
authorizing the execution of an agreement and issuance of a Service Agreement to
provide Plan Review, Inspection, Stormwater Management, Fire and Life Safety Plan
Review, Building Official, and Counter Services.
The Community Development Department had three full-time building inspectors and an
additional contract inspector in order to provide the public with next day building
inspections. In December, one of the City building inspectors resigned, leaving the
Department with only two-full time building inspectors. In order to maintain public
expectation of next day inspections it was necessary to bring on additional contract
inspectors.
The Department has opened a recruitment to hire full-time inspectors, however, in the
interim it is necessary to increase the contract with Willdan Engineering.
In addition to providing permit building inspections, Willdan Engineering is also
providing unreinforced masonry (URM) building inspection services. A URM is generally
a brick building constructed prior to 1933, predating modern earthquake-resistant
design. The brick is not strengthened with embedded steel bars and therefore is called
"unreinforced".
These inspections are necessary since the City has a responsibility to make sure the
URM building owners are posting the required signage alerting the public they are
entering a unreinforced masonry building.
The Department is requesting a total amendment to the contract in the amount of
$180,000 from account numbers 001-180-0001-5505, 001-180-0028-5505, and 119-
180-0028-5502.

AMENDMENT NUMBER TWO TO CONSULTANT SERVICES AGREEMENT WITH
WILLDAN ENGINEERING
THIS AMENDMENT NUMBER TWO TO CONSULTANT SERVICES AGREEMENT
WITH WILLDAN ENGINEERING ("Amendment")is made between Willdan Engineering
("Company") and the City of San Bernardino (The "City")on February 17, 2015.
WHEREAS,the parties wish to amend the Consultant Services Agreement that was entered into
on October 20,2014 ("Agreement")to increase the total amount to cover the services requested
for Community Development Services;
