2015, in the EDA Board Room, 201 North "E" Street, San Bernardino, California.

1. Closed Session — Pursuant to Government Code Sections(s):
A. Conference with legal counsel - existing litigation -pursuant to Government Code
Section 54956.9(a) and (d)(1):
In re: City of San Bernardino - U.S. Bankruptcy Court, Case No. 6:12-bk-
28006 MJ.
B. Conference with legal counsel - anticipated litigation - significant exposure to
litigation -pursuant to Government Code Section 54956.9(d)(2).
C. Conference with legal counsel - anticipated litigation - initiation of litigation -
pursuant to Government Code Section 54956.9(d)(4).
D. Closed Session -personnel -pursuant to Government Code Section 54957.
E. Closed session with Chief of Police on matters posing a threat to the security of
public buildings or threat to the public's right of access to public services or
public facilities -pursuant to Government Code Section 54957.
F. Conference with labor negotiator - pursuant to Government Code Section
54957.6.
G. Conference with real property negotiator - pursuant to Government Code Section
54956.8.
2. Presentations
2A. Waterman Gardens Specific Plan -- National Core
Steve Pontell, Eric Johnson and Alexa Washburn of National CORE gave a presentation
entitled, "Place Matters: Waterman Gardens Specific Plan and Choice Neighborhood
Implementation Grant."
Mr. Pontell said the group is applying for Promise Zone and Next choice grants, which
are pending. The next step in the strategy for winning a Choice Neighborhood Grant is
for a Specific Plan, which costs about $600,000, and the criteria to be considered a
Promise Zone includes:
• A poverty rate above 20 percent (Waterman Gardens is about 33 percent);
• High unemployment rate;
• High vacancy rate;
• High violent crime rate.
There were questions from the council to clarify the application process.
No vote was taken.

3. Public Comments On Items Not on the Agenda
Hayward Jackson, San Bernardino, read the following passage from the Bible: Ezekial
22:19-12, and 23-31.
4. Adjournment
The meeting adjourned at 6:40 p.m. The next regular meeting of the Mayor and
Common Council and the Mayor and Common Council Acting as the Successor Agency
to the Redevelopment Agency is scheduled for 2:00 p.m., Tuesday, February 17, 2015 in
the Council Chamber of City Hall, 300 North"D" Street, San Bernardino, California.
