Review of the 2010-2015 Consolidated Plan Process
Brandon Mims, Project Manager/Assistant of the City Manager, gave a PowerPoint
presentation covering the following topics:
1. Chapter 2: Citizen Participation Process
2. Community Survey
3. Summary of Five Year Priorities and Objectives
a. Five-Year Housing Needs and Priorities
b. Priority Community Development Needs
c. Priority Non-Homeless Special Needs
Consensus: Receive and file.
2B. City Manager
Discussion of the 2015-2020 Consolidated Plan Process
Brandon Mims, Project Manager/Assistant of the City Manager, gave a PowerPoint
presentation covering the following topics:
1. Purpose of Consolidated Plan
2. Submission Dates
3. Citizen Participation Requirements
4. Contents of Consolidated Plan
a. Executive Summary
b. Housing and Homeless Needs
c. Housing Market Analysis
d. Strategic Plan

g. Monitoring
Consensus: Receive and file.
3. Public Comments
Donald Boone, San Bernardino, spoke against the raves held at the National Orange
Show. He said he has to deal with issues such as public intoxication and urination in
front of his house, trash from vehicles being dumped in the street, vehicles blocking his
driveway, mailboxes being tagged, noise until 2 or 3 a.m., and event fliers that end up
scattered all over the street and his yard.

4. Adjournment
The meeting adjourned at 7:11 p.m. The next joint regular meeting of the Mayor and
Common Council and the Mayor and Common Council Acting as the Successor Agency
to the Redevelopment Agency is scheduled for 2:00 p.m., Tuesday, January 20, 2015.
