the Issuance of a Request for Proposals for a Charter Expert to Advise the Charter
Review Committee. (#3638)

There is no financial impact to request proposals.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
In March 2014, the Council approved the hiring of Dr. William Mathis to facilitate six
meetings of the Volunteer Citizens Charter Review Committee.
At its November 18, 2014 meeting the Committee asked that the Mayor and Common
Council affirm its commitment to a deliberative, thoughtful Charter Review process in
anticipation of preparing items for the November 2016 ballot -- the next time a Charter
amendment could be put before voters.
The committee believes that a request for proposals for a municipal government expert
to help the committee will garner a list of qualified Charter experts to help guide them
through the review and possible public education process.
Additionally, the committee seeks direction from the Mayor and Common Council about
what its charge is in the coming months, and whether the MCC believes those
discussions should be facilitated, as its previous work was, via a professional facilitator.

WHEREAS, the Mayor and Common Council are committed to a thoughtful and
5 deliberative Charter review process; and
6 WHEREAS, in order to facilitate a thoughtful and deliberative Charter review process it
7 is necessary to engage the services of a Charter expert to advise the Charter Review Committee;

NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
