STAFF REPORT
SUBJECT
Resolution authorizing the execution of an Annual Purchase Order,with two single year renewal
options,to "Y" Tire Sales, Inc., for new and recapped tires,tubes and related repair services for City
vehicles and equipment to be utilized by the Fleet Division of the Public Services Department..
BACKGROUND
The City purchases a variety of tires for use on refuse equipment,light vehicles, certified tires for
Police Vehicles, and road equipment. Notices inviting bids for FY2000/2001 annual purchase of
new tires,tubes,related tire repair services and delivery for light duty vehicles/heavy equipment and
recapped heavy equipment tires,RFQ Bid No. F-01-12; were sent to fourteen (14) vendors,the San
Bernardino Area Chamber of Commerce, advertised in The Sun newspaper and the City Web page.
Four (4) responses were received and opened on June 26, 2000.

Vendors were required to bid on furnishing and delivery of tires,tubes, and related tire repair
services for the City fleet vehicles,including pursuit-certified tires used for police vehicles. "Y" Tire
Sales, Inc.,was the only vendor to meet and/or exceed all bid specifications,with the lowest cost
and availability consistent with the operational requirements of the fleet; and was the only vendor
with liability insurance qualifications as specified in the Request for Proposal. "Y" Tire Sales, Inc.
has furnished tires,tire supplies and services to the City of San Bernardino for over three years with
good service and timely delivery.
FINANCIAL IMPACT
As an internal services department,the Fleet Division charges the actual costs for maintenance and
repair of individual vehicles assigned to each department. Funds for this purchase order are
included in the Fleet Division Fiscal Year 2000/01 Budget,Materials and Supplies account in the
amount of$290,000.
RECOMMENDATION
It is recommended that the Mayor and Common Council authorize the Purchasing Manager to issue
an Annual Purchase Order to "Y" Tire Sales, Inc.,in an amount not to exceed $290,000.

5 SERVICES DEPARTMENT.
6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

8 SECTION 1. That "Y" Tire Sales, Inc. provides new tires,tubes and related repair
9 services for light duty vehicles and heavy equipment; and recapped tires,tubes and related repair
10 services for heavy equipment to be utilized by the Fleet Division. Pursuant to this determination,
11 and as a result of Bid No. F-01-12, the Purchas ing Manager is hereby authorized and directed to
12 issue an annual purchase order,with two single year renewal options, to said "Y" Tire Sales, Inc.,
13 in an amount not to exceed$290,000. This Annual Purchase Order and future year renewal
14 options shall be contingent upon funds being approved in the City's Budget for this service.

SECTION 2. The authorization to execute the above referenced Annual Purchase Order
16
17 is rescinded if it is not issued within sixty(60) days of the passage of this resolution.
