BACKGROUND The California Integrated Waste Management Act of 1995 (AB939) requires each county to use a Solid Waste Advisory Task Force (SWATF) for regional cooperation in solid waste management. County's SWATF is comprised of one elected official from each city as delegates,with alternates appointed by City action. Councilwoman Betty Anderson has been appointed to serve as a delegate to the San Bernardino County Solid Waste Advisory Task Force. The Solid Waste Manager and the Director of Public Services ordinarily follow trends in solid waste management, formulates programs,represents the City on SWATF committees, and provide staff support for City leaders on solid waste management issues. Lynn Merrill served as alternate delegate while holding the position of Solid Waste Manager. Arlington Rodgers is currently the Solid Waste Manager and it is recommended he be appointed the first alternate delegate to Councilwoman Anderson,with Lynn Merrill as second alternate delegate for assurance of meeting coverage at all times.
