Synopsis of Previous Council Action: Resolution No. 95-170 was adopted on June 5, 1995 authorizing the execution of a similar work site agreement. Recommended motion: That the Mayor's action to authorize the Parks, Recreation and Community Services Department to initiate a work site arrangement with the County of San Bernardino Jobs and Employment Department effective July 5, 2000, be ratified. ig 'atu Contact person: John A. Description) Finance: Council Notes: 7 07/13/00 Agenda Item No. __ CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Ratification of the Mayor's action to authorize the Parks, Recreation and Community Services Department to initiate a work site arrangement with the County of San Bernardino Jobs and Employment Department effective July 5, 2000. Background: Due to changes in the Summer Youth Employment program, the Parks, Recreation and Community Services Department will be receiving substantially fewer summer youth employees. Last summer the department placed approximately 100 youth in various positions at parks, community centers, swimming pools, playgrounds and special project crews. This summer the department is anticipating less than 50. On June 22, 2000 the department learned it could receive additional summer youth from the County of San Bernardino Jobs and Employment Services Department. These summer youth are a highly desirable source of manpower and provide areas of service that could not be accomplished by regular staff. These services include serving summer lunch meals to children at various recreation sites, assisting staff with program supervision and general site maintenance. The acquisition of summer youth from the county to make up for the reduction in the traditional sources will be very helpful to the department. In order to place these summer youth in a timely way to coincide with the county's federal contract, the department has requested that the Mayor authorize the Parks, Recreation and Community Services Department to initiate the work site arrangement effective July 5, 2000. I Financial Impact: There will be no financial impact as summer youth are furnished at no cost to the training site. The Jobs and Employment Services Department pays all trainee costs. I Recommendation: I Staff recommends that the Mayor's action to authorize the department to initiate a work site arrangement with the County of San Bernardino Jobs and Employment Department effective I July 5, 2000, so that the Department may take advantage of the opportunity to utilize the trainee labor force while at the same time assist our youth in receiving on-the-job training for future I employment.
