Bopf, Inland Valley Development Agency Executive Director DATE: April 3, 1995 SUBJECT: ADOPT RESOLUTION TO AMEND ECONOMIC DEVELOPMENT ADMINISTRATION GRANT APPLICATION FOR CONSTRUCTION OF TERMINAL ROAD AND PARKING LOT FOR THE SAN BERNARDINO INTERNATIONAL AIRPORT AUTHORITY RECOMMENDED MOTION: Mayor and Common Council Resolution of the Mayor and Common Council of the City of San Bernardino, California, authorizing the Mayor to execute the application to the United States Department of Commerce Economic Development Administration, to amend a grant to finance street improvements and construction of a parking lot at the San Bernardino International Trade Center (formerly Norton Air Force Base). BACKGROUND AND COMMENTS: The City of San Bernardino and the Inland Valley Development Agency (IVDA) have previously applied for an Economic Development Administration, Title IX Sudden and Severe Economic Dislocation Implementation Grant, which provided for 75% funding of certain street improvements on Norton Air Force Base including Tippecanoe and the Del Rosa connection into Norton. The IVDA is providing the 25% local match portion of the total tenant award of$9.1 million. Per the attached letter, the United States Department of Commerce, EDA, has invited the IVDA and the City of San Bernardino to apply for an amendment to a previously approved grant for road and infrastructure improvements on Tippecanoe and Del Rosa Ave. The San Bernardino International Airport Authority has the opportunity to receive an additional $4.5 million from the Federal Economic Development Administration to fund additional street improvements on the aviation portions of Norton, which are within the control of the Airport Authority. This would also include the construction of a terminal road and a parking lot, which would serve the proposed Norton terminal. The Airport Authority would provide the 25% local match portion for this aspect of the grant. The invitation to apply is subsequent to a preapplication submitted to the United States Department of Commerce, EDA, in February 1995. While an invitation to apply is no guarantee that an award will be made, it is a positive indication. worddoc/mar95 1aeAambrldoc ITEM NO. The attached Resolution for the Mayor and Common Council is similar to the one adopted in 1993, and authorizes the Mayor to submit necessary documents and the application to the Federal Economic Development Administration for the additional grant amounts as an amendment to the existing grant to the IVDA. This project is located on Norton Air Force Base in the City of San Bernardino, San Bernardino County, California. The amended project components are extension of construction improvements to the roads and the construction of a parking lot. The proposed project amendment requires approximately $2 ,558, 660 of EDA funds. This amount will bring the EDA Defense Adjustment funding for Award 07-49-02680 to a total of $9, 383 , 660, which is a 75 percent participation by EDA in the total estimated project costs of $12 , 511, 546. Please be aware that if this project amendment is approved, the project will need to be bid competitvely. Submit the completed application documents and supplemental exhibits on or before April 71 1995, to your Economic Development Representative (EDR) , Charles Oaks. His address is Economic Development Administration, 297 Marengo Avenue, First Floor, Pasadena, California 91102-6020. Include an original and two copies of the application and all required Exhibits. Also, please include a 3 .5 inch floppy disk for any application narrative exhibits that were created with a word processor. Application processing begins with a thorough initial review by your Economic Development Representative. If your application is complete, the EDR will forward it to the Project Officer, JoAnn Smith, in the Seattle Regional Office. Ms. Smith will conduct another preliminary review, within approximately two weeks of application receipt, and notify you of any deficiencies identified. Grant Amendment Page 2 Norton Air Force Base This invitation to apply for an amended grant is not an indication EDA will approve your application. Each year EDA invites applications which collectively exceed available funds. Therefore, your project will be in competition for approval with many other worthwhile projects.
